INTRODUCTORY STATEMENT FOR PARKING UTILITY COMMISSION The draft introductory statement discussed at least meeting has been amended in two primary ways (see page 5). First, a paragraph was added noting that two readings before the Common Council are required for any ordinance changes which are recommended by the Commission. Second, the last sentence of the final paragraph was amended so that the Commission is not obligated to take action on each agenda item. NEW BUSINESS 2. A REQUEST FOR 13 SHORT-TERM PARKING SPACES AND 40 LEASED PARKING SPACES IN THE OTTER EAST LOT. This is a County request. (Mike Elder, 1221 Knapp Street, Oshkosh) Winnebago County recently relocated some of its operations to a building on Otter Avenue, across the street from the Otter East parking lot. Although the County has an off-street parking lot available with the building, they are interested in leasing additional spaces to facilitate employee and/or customer parking. Their request includes a mixture of short-term spaces, to serve customers and the general public; and leased parking, to serve employees. The short-term spaces are proposed to be located in the northern end of the lot, closest to the County building (space numbers 2-4, 25-27, 29-32, and 53-55). The rest of the spaces in the eastern four rows of parking would be designated as leased parking (space numbers 5-24 and 33-52). If this proposal is passed, the County or others are free to lease any number of spaces they see fit. Utilization of this lot is relatively low, so that even if the County did choose to lease all of the spaces, there should be adequate capacity in the remaining spaces to handle other parking demand. The proposed lease rate for these spaces would be $20 per month, with no discount for annual purchase or for bulk purchase. This is consistent with most other leased parking in the City. I recommend approval of this request.  Figure 1: Otter East Parking Lot Layout 3. REQUEST FOR TWO LEASED PARKING SPACES IN THE JEFFERSON LOT. This is a business request. (Antoine M Tines, VP Retail Operations, Paper Tiger, 1000 South Lynndale Drive, Appleton, WI 54914) A business has relocated to 408 North Main Street, and is interested in securing a single parking space for use by one or more employees. The lot closest to this business is the Jefferson Lot. The current Jefferson lot parking layout is shown in Figure 2. Last fall, the Common Council voted to convert 15 spaces from permit parking to short-term parking. Staff’s recommendation is that two spaces be designated as leased parking at the eastern edge of the lot, specifically spaces 49 and 50. While the business only needs one space, designating a single space for leased parking may generate more user confusion.  Figure 2: Jefferson Parking Lot Layout Before this lot was reconstructed, there were four (4) 24-hour leased spaces, priced at $30 per month, which were seldom used. As 24-hour spaces, these were likely intended for residents. The proposed spaces would be daytime spaces priced at $20 per month geared toward employees. Parking outside of leased permit hours would be consistent with other permit parking spaces in the lot. I recommend approval of this request. 4. A REQUEST FOR NO OVERNIGHT PARKING IN SHORT-TERM PARKING SPACES IN THE 9TH AVENUE, OTTER EAST AND STATE STREET LOTS. This is a request of the Police and Transportation Departments. Section 27-26 of the municipal code prohibits overnight parking from 2 a.m. to 5 a.m. on City streets and street right of way. In addition, the code prohibits parking during these time frames in the short-term (2 hours or less) parking spaces in the following parking lots: Algoma Lot Jefferson Lot Grand Lot Library Lot Otter Lot Pearl Lot Washington Lot 400 Block West Lot Division Street Lot This prohibition facilitates snow removal operations. For consistency, it makes sense to extend this same rule to other municipal parking lots. The parking lots which currently have short-term parking but are not listed in Section 27-26 are the 9th Avenue, Otter East and State Street lots. I recommend approval of this request. STAFF STATEMENTS 5. 2011 STATE OF THE CITY I would like to invite all Commission members and interested citizens to attend this year’s State of the City presentation. This will be at the Oshkosh Convention Center on Monday, March 21, 2011, starting at 6:00 p.m. Parking Utility Commission Draft Opening Statement I will call the (date)_______meeting of the Parking Utility Commission to order. Good afternoon and welcome. The Parking Utility Commission is an advisory board of the City of Oshkosh with jurisdiction over many municipal parking lots in the downtown and Oregon Street business districts. The Commission reviews items of interest related to these lots in serving its advisory role to the Oshkosh Common Council. Some Commission recommendations may require action by the Oshkosh Common Council. Any ordinance changes recommended by the Commission will require two readings before the Oshkosh Common Council. The first reading will take place on Tuesday, (date)_______ at 6 p.m. and you will be allowed to comment on the item at that time though the council will take no action. On Tuesday (date)_______ at 6 p.m. the item will be on second reading at which time the Council will take action. You will again be allowed to speak. For this afternoon’s meeting, I will read each agenda item, at which time citizens will be allowed to speak. If you would like to speak, please give your name and address. I do ask you keep your comments pertinent to the agenda item, and that you limit your comments to five minutes or less. The item will then come back to the Commission for discussion. Traffic Review Advisory Board Opening Statement I will call the (date)_______meeting of the Traffic Review Advisory Board meeting to order. Good afternoon and welcome. The Traffic Review Board reviews items of interest regarding parking and traffic items. We are an advisory board and our favorable recommendations today will go before the Oshkosh Common Council. The Council can accept or reject any recommendation from this Board. If you don’t agree with our decision, you can discuss the item with any Council member. If the Board does not recommend an item, a Common Council member may sponsor a new ordinance regarding this item. All items require two readings before the Common Council. The first reading will take place on Tuesday, (date)_______ at 6 p.m. and you will be allowed to comment on the item at that time though the council will take no action. On Tuesday (date)_______ at 6 p.m. the item will be on second reading at which time the Council will take action. You will again be allowed to speak. For this afternoon’s meeting, I will read each agenda item, at which time if you’d like to speak, please step up to the podium and give your name and address. I do ask you keep your comments pertinent to the agenda item. The item will than come back to the board for discussion and action.
