Westfield St. Oshkosh, WI 54901 Re: Brookside North Apartments Application for Non - buildable Easement Area This confirms a conversation I had this afternoon with Charles Snider, Security Contractors Corporation, concerning the above matter. Last week, John Mark and I discussed the method by which Brookside North Apartments, a limited partnership, can construct the planned garages on Robin Avenue. It appears the most feasible alternative is for the City to grant an easement to Brookside for "green space" purposes. There have been several recent, similar situations, most notably between the Oshkosh Area Schools (Reed School) and the Algoma Methodist Church, so the concept is not novel. However, because of state law, it is necessary for the Plan Commission to review and recommend approval, and for the Common Council to formally approve the proposed easement. I will request that process be initiated for completion by mid -June and I see no impediments which would otherwise inhibit the City's granting of this request. Please contact me with any questions.
