OSHKOSH BOARD OF HEALTH
MEETING MINUTES
October 27, 2010
Members Present: Steve Herman, Stan Kline, Christine Kniep, Susan Panek, and
Mardell Sowers
Members Absent: Jamie Bonell
Staff Present: Mark Ziemer, Interim Health Director; Anne Boyce, Sanitarian; and
Mary Capen, Recording Secretary
The Oshkosh Board of Health Meeting was called to order at 7:34 a.m. on Wednesday,
October 27, 2010, in Room 404 of City Hall by Chairperson Stan Kline.
Chairperson Kline called for approval of the September 14, 2010 Meeting Minutes.

The 2011 proposed meeting dates will be reviewed at the December 15 meeting.
After determining the item of interest of the citizens in attendance, Chairperson Kline
invited comments regarding regulations of chickens in urban areas. Dan White,
representative of a group called Oshkosh Backyard Chickens, approached the Board and
distributed a sheet of information he had compiled. Mr. White was able to clarify /
identify:
Places in the area that will take unwanted chickens
Veterinarians in the area that will treat the chickens
Opportunities for education
Motion:
Chickens do not pose a health issue as long as the Elements to include in an
urban poultry ordinance – Oshkosh, as recommended by the Oshkosh Sustainability
Advisory Board, with an education component included, is followed.
Vote:
4-1. Yea: Herman, Kline, Kniep, Panek; Nay: Sowers.
Interim Director Ziemer encouraged the Board to make a recommendation to the
Common Council regarding consolidation with Winnebago County Health today if at all
possible.
Motion
: The Oshkosh Board of Health recommends to the Common Council to go
forward with a negotiated consolidation of the City of Oshkosh and Winnebago County
Vote
health departments. : 4-1. Yea: Herman, Kline, Kniep, Panek, Nay: Sowers

: Unanimous. Meeting adjourned at 8:45 a.m.
