PRESENT: Steve Herman, Jim Kaprelian, Donald Seybold and Tim Schuster ABSENT: Stan Kline, Gary Ross and Dennis Rumlow STAFF: Christopher Strong, Transportation Director CALL TO ORDER Chairman Kaprelian called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Schuster moved to accept the January 11, 2011 minutes. Mr. Herman seconded the motion. Motion carried (4-0) NEW BUSINESS A REQUEST FOR A FOUR-WAY STOP AT THE INTERSECTION OF CHURCH AVENUE AND DIVISION STREET. [CURRENT CONDITION: CHURCH AVENUE IS A THROUGH STREET.] Mr. Kapreian moved to accept the request. Mr. Schuster seconded the motion. Motion lost (0-4). 2. A REQUEST FOR NO PARKING ON THE NORTH SIDE OF CHURCH AVENUE FROM 45 FEET WEST OF MAIN STREET TO 104 FEET WEST OF MAIN STREET. [CURRENT CONDITION: 2-HOUR PARKING BETWEEN THE HOURS OF 9:00 A.M. AND 6:00 P.M. DAILY, EXCEPT ON SUNDAYS AND HOLIDAYS.] Mr. Kaprelian moved to accept the request. Mr. Herman seconded the motion. Motion lost (0-4). 3. A REQUEST FOR NO PARKING ON THE SOUTH SIDE OF PARKWAY AVENUE BETWEEN MAIN STREET AND DIVISION STREET. [CURRENT CONDITION: 2-HOUR PARKING DAILY FROM 9:00 A.M. TO 6:00 P.M. EXCEPT ON SUNDAYS AND HOLIDAYS.] Mr. Richard Schroeder, 651 Franklin Street, owns the building on the corner of Parkway Avenue and Main Street. He noted.if the parking was removed, he would not have any easy parking available for his tenants. He pointed out that they have already lost approximately six spaces on the west side of Main Street and five spaces on the east side of Main Street. If parking was removed, it would be a serious hardship on his commercial and residential tenants. Mr. Herman said this request doesn’t meet the warrants and the intersection is controlled by a traffic signal. Mr. Schuster and Mr. Kaprelian agreed with Mr. Herman. Mr. Herman moved to accept the request. Mr. Schuster seconded the motion. Motion lost (0-4). 4. A REQUEST FOR A LOADING ZONE ON THE SOUTH SIDE OF BAY SHORE DRIVE FROM 255 FEET EAST OF BAY STREET TO 295 FEET EAST OF BAY STREET BETWEEN THE HOURS OF 7 AM AND 6 PM, MONDAY THROUGH FRIDAY. [CURRENT CONDITION: UNRESTRICTED PARKING.] Mr. Herman moved to accept the request. Mr. Schuster seconded the motion. Motion carried (4-0). 5. A REQUEST FOR A TRAFFIC SIGNAL AT THE INTERSECTION OF COUNTY HIGHWAY A AND COUNTY HIGHWAY Y. [CURRENT CONDITION: COUNTY HIGHWAY A IS A THROUGH STREET.] According to the traffic counts, Mr. Kaprelian would not support this request. Mr. Herman moved to accept the request. Mr. Schuster seconded the motion. Motion lost (0-4). STAFF STATEMENTS 6. REVIEW OF DOWNTOWN PARKING RESTRICTIONS. At the request of a Board member, Mr. Strong reviewed the on-street parking regulations in the BID area. In general, there seems to be a pretty consistent 2-hour rule throughout the BID area and the few exceptions seem pretty logical. 7. REVIEW OF ACCIDENT EXPERIENCE AND ENFORCEMENT ACTIVITY AT ROUNDABOUTS. Capt. Kurt Schoeni of the Oshkosh Police Department provided a summary on the roundabout analysis. The numbers don’t show that many motorists speed up once through the roundabouts. The numbers do show that motorists are learning how to negotiate through the roundabouts. AGENDA ITEMS FOR NEXT MEETING None There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Schuster, Herman), the meeting adjourned at 4:27 p.m.
