Rohloff, City Manager , � I AP— RE: Award of Engineering Services Agreement – Storm Sewer System Modeling in Association with the Capital Improvements Program / AECOM Technical Services. ( AECOM) The Department of Public Works requested a proposal from AECOM to conduct storm sewer system modeling in association with the Capital Improvements Program (CIP). This storm sewer modeling will assist the Department of Public Works in preparing a CIP recommendation, preparing cost estimates for the recommended CIP, and preparing construction plans for the CIP. AECOM was chosen due to their history and experience in storm sewer system modeling for the City of Oshkosh. With the recently completed City Wide Storm Water Quality Management Plan, AECOM already has the basic model structure created for the watersheds that are to be analyzed with this project. The cost of these design services is estimated not to exceed $112,700. Funding for these services is available in the Storm Water Utility. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. Rohloff, City Manager ' RE: Engineering Services Agreement for Leak Detection Survey of Water Main The Water Distribution Division of the Department of Public Works requested a proposal from AECOM to conduct leak detection surveys of all water main in the City of Oshkosh over the next three years. The purpose of these surveys is to identify specific points of leakage such that repairs can be accomplished and lost water reduced. AECOM was chosen due to their history and experience with the water main system. AECOM has completed similar investigations in Oshkosh since 2000. Past investigations have discovered many leaks on water mains, valves, hydrants, and curb stops. The cost for these engineering services is estimated not to exceed $37,300 (2011 = $12,300, 2012 = $12,500, and 2013 = $12,500). Funding for these services is available in the Water Utility Operating Budget. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes.
