PURPOSE: APPROVAL OF TRAFFIC REGULATIONS RELATED TO TRAFFIC
SIGNALS ON HIGHWAY 26 AND PARKING REGULATIONS ON
COMMERCE STREET
INITIATED BY: TRANSPORTATION DEPARTMENT
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING 27- 23(A -7) AND
27- 23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO DESIGNATED
TRAFFIC SIGNAL CONTROLLED INTERSECTIONS AND PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -7) of the Oshkosh Municipal Code pertaining
to designation of traffic signal controlled intersections is hereby amended as follows:
A -7 TRAFFIC SIGNAL CONTROLLED INTERSECTIONS DESIGNATED
Add Thereto Highway 26 and Planeview Drive.
Add Thereto Highway 26 and Highway 41 southbound ramps.
SECTION 2. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby created as follows:
A -11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
COMMERCE STREET
Remove Therefrom 1 -hour parking, east side, from High Avenue to Pearl
Avenue between the hours of 9:00 a.m. and 6:00 p.m.
daily, except on Sundays and holidays.
Add Thereto 2 -hour parking, east side, from High Avenue to Pearl
Avenue between the hours of 9:00 a.m. and 6:00 p.m.
daily, except on Sundays and holidays.
SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #11 -52 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -7) AND 27- 23(A -11) OF THE OSHKOSH MUNICIPAL
CODE PERTAINING TO TRAFFIC SIGNAL CONTROLLED INTERSECTIONS AND
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS on February 8,
2011. The ordinance designates two new traffic signal locations and changes parking
regulations on Commerce Street.

RE: Explanation of Traffic Regulations Ordinance Changes
SECTION 1 • SECTION 27- 23(A -7) — TRAFFIC SIGNAL CONTROLLED INTERSECT IONS
This is an ordinance correction to include WisDOT installed traffic signals.
SECTION 2• SECTION 27- 23(A -11) — PARKING REGULATIONS
A REQUEST FOR 2 -HOUR PARKING ON THE EAST SIDE OF COMMERCE STREET
FROM HIGH AVENUE TO PEARL AVENUE BETWEEN THE HOURS OF 9:00 A.M.
AND 6:00 P.M. DAILY, EXCEPT ON SUNDAYS AND HOLIDAYS. (CURRENT
CONDITION: 1 -HOUR PARKING.)
This is a citizen request.
Most downtown on- street parking is free for two hours. This street has had a shorter parking
duration to discourage the use of spaces by employees from a certain business. The goal of this
restriction was to preserve the availability of spaces for retail customers. This business recently
relocated, and the building owner making this request wishes to improve the availability of
parking for retail.
Lengthening the duration of parking may reduce the frequency of vehicle turnover, which could
reduce the likelihood of vehicle - vehicle crashes. Apart from this benefit, this proposal should
have little impact on traffic, and would promote greater uniformity of parking rules in the
downtown area.
