FOR SINGLE -PLY ROOFING SYSTEM FOR TRANSPORTATION DEPARTMENT BUILDING ($118,896.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for single -ply roofing system for Transportation Department Building; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: LAUBENSTEIN, INC. PO BOX 458 CEDARBURG, WI 53012 Total Bid: $118,896.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin City of Oshkosh — QfHKO rH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: February 1, 2011 RE: Transportation Department Building Roof Replacement BACKGROUND The Transportation Department building is approximately 42 years old. The existing flat roof is insulated and rubberized. The roof has experienced numerous leaks in recent years and is in need of replacement. The last major repair work was completed in the fall of 1995. In the 2010 CIP the Common Council approved allocation of $30,000 (with up to $120,000 coming from the Wisconsin Department of Transportation- WISDOT aid) for the purchase of a replacement single - ply roofing system for this building. ANALYSIS Working in conjunction with the Transportation Department, Purchasing reviewed and prepared proposals seeking vendors for this roof replacement. Proposals were posted on NovusVendor. Bids were received on January 24, 2011 and the final bid tab is attached. After reviewing the bids we concluded the low bid met the minimum bid specifications. FISCAL IMPACT The bid for this roof replacement is $118,896. Wisconsin DOT funding will cover 80% of the cost ($95,117) with the remaining 20% to be covered by City funds ($23,779). The total fiscal impact will be $23,779. The Common Council approved and allocated funding for this item in the 2010 CIP. Funding for this item would be charged to account: 511 -1728- 1703 - 00000. RECOMMENDATION Purchasing recommends the Common Council award this bid to Laubenstein, Inc., of Cedarburg, WI for $118,896.
