Box 3006 Oshkosh, WI 54903 -3006 Dear Mr. Lindemann: As a follow up to my letter of July 24, 2006 to Mr. Loren Schuhart, please be advised that since it appears the use of the former T &J Manufacturing facilities has been converted from manufacturing, storage and warehousing activities to a marina operation, the establishment of this use and the conversion activity will require the following approvals by the Department of Community Development: 1) As noted in the July 24 letter, the conversion of the prior manufacturing use to the marina use will, under Section 66.1333(6)(e) of the Wisconsin State Statute, require a review by the City of Oshkosh Redevelopment Authority, and review and approval of this change by the Common Council. This review is required due to the location of the subject property within the City's adopted South Shore Redevelopment Project Area. In order to provide for this review we will require a site inspection of the premises and the submittal of a site plan for the property to show how the use and operations will be conducted in this area. 2) Under the City's Zoning Ordinance, when a change of use is proposed, the City's Planning Service Division will need to evaluate the request relative to the establishment of the new occupancy (i.e., the marina operation). As with the review conducted under item 1), a site inspection will also be required in this regard. 3) Changes of use and building alterations are required to be performed in compliance with the State of Wisconsin Building & HVAC Code, Plumbing Code and Electric Code. At minimum, a code review performed by a Wisconsin Registered Architect or Engineer is needed determine code compliance. This review will assist in determining what must be included in the Plans that must be submitted for review and approval for the conversion to this new use. • • Mr. Jason Lindemann August 3, 2006 Page Two As with the reviews conducted under items 1) and 2), a site inspection will also be required in this regard. . Box 3006 Oshkosh, WI 54903 -3006 GO Dear Mr. Schuhart: In regard to the attached letter dated July 10, 2006, that was forwarded to the Common Council relative to a petition for a liquor license that would be utilized in a proposed yacht club to be developed at 102 West 5'h Avenue, please be advised that the conversion of the structure to a yacht club use will require a review by the Redevelopment Authority of the City of Oshkosh (RDA), and review and approval by the Common Council. This review is required under Section 66.1333 (6)(e) of the Wisconsin State Statute, which relates to the location of the property in the City's South Shore Redevelopment Area, and the proposal to construct/renovate the subject property for the proposed yacht club use. The RDA will review the proposal in order to determine whether the yacht club use and the proposed construction is consistent with the South Shore Redevelopment Area Plan. In order to proceed with the review, a site plan will need to be prepared that shows how the overall property /buildings will be utilized, where required parking will be provided, and where improvements are planned or have been made. It would also be helpful if you can schedule a time for a staff visit/inspection of the site. Please contact either myself or Planning Director Darryn Burich at 920.236.5055 to arrange for this visit/inspection.
