Building plans and heating and ventilation plans for the above project have
been stamped, "Conditionally Approved - -See Correspondence," and two or more
copies are being returned under separate cover.
Ind 50.11 One set of plans 'oaring the stamp of approval shall be kept at
the building site.
This building complex has been classified as frame construction. The garage
portion of this complex has been classified as ordinary construction and is
completely separated from the frame construction by means of four hour fire -
resistive construction.
Ind 51.15 (3) Exit hardware shall be proviaed as specified by this section
of the building code.
Ind 53.09 (4) The brick and stone shall be bonded to the backup block as
specified by this section of the Building Code. If metal reenforcing is used
then the space between the brick or stone block shall be filled solid with
mortar.
Ind 54.13 The door to the boiler room shall be a E labeled one and one -half
r*our door which is equipped with a self closing device.

Our office is behind in examination of building plans at this time of the year
due to summer vacations and the sudden influx of plans to be reviewed. Our office
has now been authorized overtime so as to try to get caught up on the present
backlog of plans to be reviewed.
Ind 57.50 Garage buildings of the size in question are required to be constructed
to meet ordinary construction requirements. All of the enclosing walla of an
ordinary constructed building shall be of noncombustible material. Therefore
there shall be no wood or combustible materials on the exterior portion of these
types of buildings with the exception of windows and window frames and doors and
door frames.
Ind 22.18 This requirement for both sexes is a requirement determined by the
Wisconsin Statutes.
This building has been classified as frame construction due to the fact that the
exterior of this building will have combustible materials other than doors, windows
and door and window frames.
Ind 51.15 (6) Glass wall panels that give the appearance of exit doors shall be
effectively guarded. The glass wall panels in the west wall of this building are
approximately the same size as the exit doors, therefore giving the appearance of
an exit door.
The revised plans will be completely reexamined means that the items mentioned
in our previous letter will be reviewed and other items in the area of the
revisions will be reviewed. The plans are then given a quick review to see if
any other items may have been missed.

Upon resubmission the plans will go directly to the examiner that previously
examined the plans. There is not any other waiting time due to the backlog of
plans.

Dear Mr. Schaefer:
On August 6, 1969 we submitted plans and specifications for the
subject building to y� >ur office for review and approval. We re-
ceived a letter dated September 15 advising us that the plans
had not been approved subject to revisions. Since both Phil
Thern and myself have always been quite considerate toward your
department, and in view of the fact that we have donated our
time and effort in serving on the School Code Committee, we are
concerned al the lack of consideration given to these plans.
We seldom ask for special consideration, and we don't expect any,
tut five weeks is too on to wait for a plan review.
In reference to the letter we received from you, we will comply
with the stipulations set forth and for the most part, we do not
question their intent or justification. We would however question
the interpretation of the following items and request that you
cite in detail the code violations you maintain exist in the !!!esign.
Ind 57.50 "This garage shall be constructed entirely of ordinary
construction," etc.
The garage area is framed with 12" masonry walls and
the ron` structure is of concrete in compliance with
the code. We would like to know what logic you apply
to the "improper" use of the wood veneer exterior
applied to a concrete block wall? Possibly our know-
ledge is limited, but we cannot accept this citation
as being logical or practical, thus we would request
clarification in detail.

Ind 22.18 "A rest room furnished for the purpose of reclining
etc,"
We recognize this requirement but merely wish to
express our opinion that whoever determined this
facility to be necessary has little respect for
construction costs. We will provide a men's lounge
in room *27 and no doubt the dust and cob webs will
be removed at least once a year.
`This building has been classified as frame construction."
This statement does not cite any specific reasons
and we would be interested in a more complete ex-
planat ion.
Ind 51.15 "All of the glass wall panels along the west elevation
etc." •
These windows have been designed for display pur-
poses and are no different than any other commercial
building. We have had many projects approved with-
out the guards and 9014 of the retail stores in the
state do not have guards. To be perfectly candid -
make up your mind.
"When the revised plans are resubmitted to this office" - they will
be completely reexamined.
It took five weeks to get a response from you the first time around.
Surely you have reviewed the plans in detail and we question the
wisdom of a "complete" re- examination. We suggest that for the con-
sideration of expediency that you review those items you have cited.
No wonder you have a hack -log of work if this has become your standard
method of procedure.
We are highly disappointed with the method of disposing of this plan
and, although we are aware of the any problems confronting your de-
partment, we cannot help but think of the huge staff and expense in-
volved in providing this type of response to a simple request for plan
review. We intend to comply with the code and your department, however
we fear that this spirit of cooperation should function in two directions,.

Dear Mr. Meyer:
We have been advised by the general contractor for the subject pro-
ject that the structural system far the floor and canopy may be
changed from the original design. We also understand that this
material will be donated by a materials supplier.
If the proposed changes involve the basic structural system, it
will be necessary fot the Owner to re- submit the general plans
for 'Industrial Commission" approval. These plans shall bear the
stamp of a registered architect or engineer. Those plans should
be submitted in triplicate and no work can be started until the
conditional approval is returned from Madison. Since it took
five weeks to complete the initial review, we suggest that your
donor prepare the plans at an early date. in the meantime, all
work shall be limited to footings and foundation walls.
Since we have stamped the original plans and paid for the plan
review, we are required to notify you directly concerning the
responsibility of the Owner in this matter.

Plans for the above mentioned project have been stamped "Not Approved - -See Cor-
respondence" and two sets of plans have been returned to you under separate cover.
The following are some of the reasons why the plans have been stamped as such.
Ind 50.10 (4) Submit complete calculations for this project.
Ind 57.50 The garage in this building shall be completely separated from the
rest of the building by means of four -hour fire- resistive construction. Therefore
the stairway passageway from the basement shall be a complete four -hour fire -
resistive enclosure. The walls shall be at least 12 inch concrete block and
the door at the head of the stairway shall be an "A" labeled fire door that is
equipped with a self - closing device.
Ind 57.50 This garage shall be constructed entirely of ordinary construction,
therefore all of the wood that you have shown on the outside of this building
shall be removed or replaced with noncombustible materials.
Ind 54.02 The two exits that you have shown from the basement are located
relatively close together therefore an additional exit shall be provided from i
the basement so as to provide the best possible means of egress.
Ind 54.06 Rooms that accommodate more than ten persons shall have a standard
3 foot 4 inch exit door and if the rooms accommodate more than 25 persons the
door shall swing out. It appears that there are two or three rooms in this
building that will have over these capacities therefore the exit doors from these
rooms shall be changed accordingly. When the revised plans are resubmitted to
this office please state the number of persons that will occupy each room.

Ind 22.18 A rest room furnished for the purpose of reclining shall be provided
in this building. The rest room shall be so located so that both sexes may use
this room or an additional lounge or rest room shall be provided for the male
employes.
Ind 54.13 The door to the boiler room shall be a "R" labeled 1 -1/2 hour door
that is equipped with a self - closing device.
This building has been classified as frame construction.
Ind 51.15 All of the glass wall panels along the west elevation of this building
shall be guarded as specified by this section of the Building Code.
Ind 53.09 (4) When the revised plans are resubmitted to this office please show
the size and gauge of the metal reinforcing that will be used. The reinforcing
shall comply with this section of the Building Code.
Ind 51.15 Exit hardware shall be provided as specified by this section of the
Building Code.
The four -hour separation between the garage and the rest of the building shall
include the walls, doors and ceiling of the garage.
When the revised plans are resubmitted to this office they will be completely
reexamined.
