Koeller Oshkosh, WI 54901 RE: Grease accumulation in the public sanitary sewer main. Dear Mr. Winkler, Referencing information brought to your attention during my visit to your store today, please be advised that a review of the grease separation capacity for the Copps store must be undertaken immediately. The public sewer main located on Moreland Street has been obstructed with accumulated grease on more than one occasion. The grease accumulation has been observed in the main sewer line and man holes from your lateral connection and downstream. This indicates the most likely source of the greasy waste would be from Copps' operation. The first step must be for Copps to determine if the grease separation equipment installed on your plumbing system is in good working order. If the existing equipment is determined to be in good condition, then the frequency of maintenance and current use of equipment must be reviewed to insure the maximum grease separation capacity is not exceeded. Changes in plumbing system design will be required if the existing equipment is not capable of providing for grease separation necessary to keep the main sewer from becoming obstructed. The General Ordinance for the City of Oshkosh, chapter 24, has specific limits for the discharge of any substance likely to accumulate in the public main. The Wisconsin Administrative Code, ss COMM 82.34, also requires separation of any material likely to obstruct the normal operation of the main sewer. Your written response to this notice is required within thirty days from the date of this letter. Please include an outline of Copps' proposed steps to address the problem.
