RE: Street Division Multi- Purpose Compact Tractor
BACKGROUND
In the 2011 CIP the Common Council approved and allocated $135,000 for the replacement of a
utility tractor in the Street Division. The current 1989 John Deere utility tractor has logged over 6,000
hours and replacement parts are increasingly harder to find. Additionally, its larger size makes it
clumsy and less efficient for snow and leaf removal on terraces and curbs. This new compact tractor
will be used year -round and will improve mowing operations, snow /leaf removal efficiency and
minimize damage on terraces and curbs.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking
vendors for this tractor. This tractor will be used year -round for mowing, leaf collection and snow
removal operations. American National Standards Institute (ANSI) industry standards recommend
that commercial turf care equipment provide a means that will automatically stop the blades while the
engine continues to run or stop the engine and the blades when the operator leaves the normal operator
position (ANSI B71.1 -2003, Section 14.2.1.5). Our staff felt it was imperative that the tractor must
contain a safety switch which automatically shuts down the engine if the operator were to leave the
seat and the specifications developed for the replacement tractor were established accordingly. Bid
requests were sent to vendors who have received invitations to bids in previous years. In addition the
bid was advertised in the local paper and posted online on NovusVendor. Bids were received on
December 17, 2010. The bid tab is attached. Of the three bids received the Street Division and
Purchasing determined the Trackless model from Bruce Municipal Equipment was the only bid that
met the safety switch specifications our staff recommended above.
FISCAL IMPACT
After trade -in this tractor will have a fiscal impact of $117,980. This item was budgeted in the 2011
CIP major equipment replacement at $135,000. This purchase would be charged to CIP account;
323 - 0430 - 7204 - 06115.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Bruce Municipal Equipment Inc. for
$117,980. This tractor could be delivered within 30 -40 days after ordering.
Respectfully miffed,
Jon Urben, General Services Director
