MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Steven M. Gohde, Assistant Director of Public Works
DATE: January 19, 2011
RE: Approval of Initial Resolution for Special Assessments for Sidewalk, Driveway, and
Laterals — 91h Avenue from Knapp Street to Westfield Street
BACKGROUND
This resolution is the initial resolution for allowing the City to assess abutting property owners for
improvements completed by the City in conjunction with a watermain replacement project. The proposed
assessable work includes repair to defective sidewalk, concreting unimproved drive aprons, relay of large
diameter water laterals, and relay of defective sanitary sewer laterals.
Additional work to be performed under this contract includes abandonment of a 6" water main with
significant break history. Existing water laterals connected to this main will be connected to an existing
12" watermain. Any existing lead water laterals under the street will be relayed with copper materials.
The existing storm sewer and sanitary sewer will be inspected and repairs made prior to concrete
pavement patching.
ANALYSIS
The resolution allows City Staff to proceed with preparing assessments for the abutting properties. A
public hearing and final resolution need to be approved by the Council prior the assessments being levied
on the properties.
FISCAL IMPACT
Assessments allow the City to recover a portion of the costs associated with projects from the benefiting
properties. Funding for the projects is included in the 2011 Capital Improvement Program under the
Water Main and Street Sections and in the Water Utility operating budget.
RECOMMENDATIONS
recommend approval of the initial resolution.
Respectfully Submitted,
