PURPOSE: APPROVE AGREEMENT FOR SAFE ROUTES TO SCHOOL
GRANT
INITIATED BY: TRANSPORTATION DEPARTMENT
BE IT RESOLVED by the Common Council for the City of Oshkosh that the proper
City officials are hereby authorized and directed to approve a grant agreement with
Wisconsin Department of Transportation, for:
SAFE ROUTES TO SCHOOL PROGRAM
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the Wisconsin Department of
Transportation, Bureau of Transportation Safety for purposes of the same, and are further
authorized and directed, if said grant is awarded, to accept such funds, pursuant to the
terms of the grant application.

RE: APPROVE AGREEMENT FOR SAFE ROUTES TO SCHOOL GRANT
Background
The Safe Routes to School (SRTS) program is a Federal transportation program, created in 2005,
which focuses on increasing the number of children who walk or bicycle to school. Communities
and /or school districts apply to their respective state for grants for planning or projects related to
education, engineering, encouragement, enforcement and evaluation.
Last summer, the City submitted an application for grant funding on behalf of the Oshkosh Safe
Routes to School Task Force, which includes representatives from the City, several Oshkosh schools
and other interested citizens. In October 2010, we were awarded a grant of $102,635 through the
program. Neither the grant application, nor the grant award, required any local matching funds.
Analysis
The grant focuses on the student populations attending Jefferson Elementary School, Smith Elementary
School, South Park Middle School, and Elizabeth Seton Catholic Elementary School. The grant funding
will go toward improved warning signage, speed boards, higher visibility crosswalk markings, bike
racks, additional law enforcement and a part-time coordinator position. This particular program requires
no local matching funds. A more detailed list of the planned grant allocation is provided in the attached
table.
Fiscal Impact
As the SRTS grant requires no local funding share, there is no fiscal impact.
Recommendation
The Transportation Department recommends the Common Council approve this resolution, allowing
the City to enter into this agreement to secure the SRTS funds. Please contact me if you have any
