The entire parcel contains a new residence hall currently under construction, Reeve Memorial Union, Albee Hall, and a portion of Polk Library. A development plan for the new residence hall was approved in 2010. ANALVSTS The University of Wisconsin- Oshkosh proposes to add, relocate, replace and remove signage from the subject parcel. Since the campus is located in a residential district, signage is extremely limited and is usually provided as a base standard modification within the PD as if it were in a C -1 Neighborhood Business zoning district. In this case, C -1 standards could be excessive therefore the signage is recommended for approval as an individual component of the PD. The site as it exists includes 263 square feet of ground signage and 320 square feet of wall signage. This proposed modification will eliminate two wall signs, two ground posts and panel signs and one ground sign and will add two wall signs resulting in a net reduction of signage on the site of 104 square feet. The quantity of signage proposed for the site is extremely modest and the proposed styles are cohesive with other signage on campus and will act as a way finder to help direct visitors to specific locations. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of this request at its January 18, 2011 meeting. Approved, City Manager ITEM: DEVELOPMENT PLAN REVIEW FOR A SIGNAGE PACKAGE FOR UNIVERSITY RESIDENCE HALL /UNION PROPERTY AT 635 ELMWOOD AVENUE (NORTHWEST CORNER OF ELMWOOD AVENUE AND ALGOMA BOULEVARD) Plan Commission meeting of January 18, 2011 GENERAL INFORMATION Applicant /Owner: University of Wisconsin System Board of Regents Actions Requested: The petitioner requests approval of a signage package as part of a previously approved development plan that allowed the creation of a new residence hall /dormitory building. Applicable Ordinance Provisions: Colleges, including residence halls, are a permitted use within the R -5 Multiple Dwelling District but the site is governed by a Planned Development Overlay District, requiring Development Plan approval for improvement to the site. Criteria and guidelines for the establishment and /or amendment of a PD Overlay District are located in Section 30 -33 of the Zoning Ordinance. Since the campus is located in a residential district, signage often becomes problematic as it is extremely limited in residential zoning. Past practice has been to provide a base standard modification within the PD to regulate building and ground signage as if it were in a C -1: Neighborhood Business Zoning District, which allows 10% wall area signage and 1,600 square feet of total ground signage. This base standard modification has been used on multiple campus sites /buildings and has been a great benefit to the University while not showing a negative impact on surrounding uses /areas. However, it was felt that the C -1 standards could be excessive in this area and that the signage be approved as an individual component of the PD. The site as currently signed includes 263 square feet of ground signage and 320 square feet of wall signage. Proposed modification to signage on the subject property will eliminate two 32 square foot building wall signs, eliminate two 20 square foot ground post & panel signs, eliminate one 42 square foot granite ground sign and add two 21 square foot building wall signs. The modification will result in a reduction of the number of wall signs on -site by two and a reduction of wall signage area by 64 square feet for a total of 256 square feet proposed. Ground signage will be reduced by 3 signs with an overall sign area reduction of 40 square feet for a total of 223 square feet proposed. Additionally, the inclusion of signage built into the masonry walls rather than on individual posts is a higher quality design element. RECOMMENDATION /CONDITIONS Staff recommends approval of the Development Plan signage package as proposed. Item - 635 Elmwood Ave. - DWO Sigmage PD The Plan Commission approved of the development plan signage package as requested. The following is the Plan Commission's discussion on this item. Mr. Buck presented the item and reviewed the site and surrounding area as well as the location and types of the existing signs on the site. He explained the previous approvals of signage for University property which allowed signage that would be acceptable in a C -1 zoning designation. He reviewed the current and proposed signage which resulted in a reduction of 104 square feet in total sign area. Joann Rife, representing the University, 800 Algoma Boulevard, discussed the new proposed signs for the site and the relocation of the granite University sign. Mr. Thorns questioned the size of the proposed residence hall signs. Ms. Rife reviewed the proposed signage which was determined to be comparable to the size of the structures. Motion by Nollenberger to approve the development plan for a signage package for University Residence Hall /Union property at 635 Elmwood Avenue as requested. Seconded by Bowen. Motion carried 8 -0 -1. Ayes - Borsuk/Bowen /Thoms /Hinz /Palmeri /Propp/ Lohry /Nollenberger. Abstained - Fojtik. At that time, the recommendation by- Planning Department staff for on -site signage to be regulated as if in a C -1: Neighborhood Business District was rejected. The council requested that signage areas be calculated for the site and resubmitted for approval. In addition to the sign approval, an easement will be needed for a portion, of City sidewalk to be relocated partially onto the Campus property. The sidewalk relocation is necessary to accommodate several short-term parking spaces to be constructed along Elmwood Avenue at the entrance to the new Residence Hall. Since all other components of the site have been approved, the documents included in this submittal focus exclusively on the proposed easement and property signs.
