TRAFFIC REVIEW ADVISORY BOARD MINUTES
JANUARY 11, 2011
4:00 P.M.
PRESENT: Steve Herman, Jim Kaprelian, Stan Kline, Gary Ross and Tim Schuster
ABSENT: Dennis Rumlow and Donald Seybold
STAFF: Christopher Strong, Transportation Director

CALL TO ORDER
Chairman Kaprelian called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Kline moved to accept the December 14, 2010 minutes. Mr. Schuster seconded the motion. Motion carried (5-0).
NEW BUSINESS
A REQUEST FOR A FOUR-WAY STOP AT THE INTERSECTION OF SMITH AVENUE AND WISCONSIN STREET. [CURRENT CONDITION: SMITH AVENUE IS A THROUGH STREET.]
Mr. Herman noted this intersection meets neither the accident warrant nor the traffic volume warrant. He would not support it.
Mr. Kaprelian felt stop signs would not improve speeding.
Mr. Kline moved to accept the request. Mr. Kaprelian seconded the motion. Motion lost (0-5).
2. A REQUEST FOR A TRAFFIC SIGNAL TO BE INSTALLED AT THE INTERSECTION OF MAIN STREET AND 24TH AVENUE. [CURRENT CONDTION: STOP SIGNS ON 24TH AVENUE.]
Mr. Kline said this intersection did not meet the warrants.
Mr. Ross travels through this intersection daily and has not seen any issues with vehicular or pedestrian traffic.
Mr. Herman felt traffic signals would create more problems than solving any problems.
Mr. Kline moved to accept the request. Mr. Herman seconded the motion. Motion lost (0-5).
3. A REQUEST FOR 2-HOUR PARKING ON THE EAST SIDE OF COMMERCE STREET FROM HIGH AVENUE TO PEARL AVENUE BETWEEN THE HOURS OF 9:00 A.M. AND 6:00 P.M. DAILY, EXCEPT ON SUNDAYS AND HOLIDAYS.
[CURRENT CONDITION: 1-HOUR PARKING.]
Mr. Kline said he remembers when the 1-hour restriction was requested by the owner of the business that has relocated and sees no reason not to make this area uniform with the other
downtown 2-hour parking areas.
Mr. Schuster agreed with Mr. Kline.

Mr. Kline moved to accept the request, Mr. Kaprelian seconded the motion. Motion carried (5-0).
STAFF STATEMENTS
4. INSTALLATION OF NEW STATE-OWNED TRAFFIC SIGNALS ON STH 26.
Mr. Herman asked if these signals were temporary or permanent. Mr. Strong replied they are permanent signals.
5. SIGNAGE REQUIREMENTS IN 2009 MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES.
Mr. Strong said there is some indication the Federal Highway Administration may push back the compliance date. He said we are moving toward compliance with the current deadlines.
Mr. Kaprelian asked if this affected the historic district signage. Mr. Strong replied the street name signs’ black background color is not a recognized color, so we are investigating
alternatives. However, it is unclear what the consequences are if we don’t comply.
6. DISCUSSION OF CROSSWALK MARKING
Mr. Strong explained the department’s practice on marking a crosswalk.
AGENDA ITEMS FOR NEXT MEETING
Mr. Herman suggested reviewing the parking throughout the city and business districts for consistency.
Mr. Schuster wanted to look into having a green turn arrow for southbound left traffic at Algoma Boulevard and Murdock Avenue. He would like the parking stall in front of O’Brien’s,
686 N. Main Street, removed, because when a vehicle is parked there it encroaches on the intersection. He also wanted staff to look at the coordination of signal timing on southbound
North Main Street at Ceape Avenue and Otter Avenue.
There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Kline, Herman), the meeting adjourned at 4:35 p.m.
