RE: Engineering Engineering Services Agreement Amendment —
Storm Sewer System Modeling for Various Street Reconstruction Projects in
Association with the Capital Improvements Program / AECOM Technical Services.
( AECOM)
In July, 2009, a contract was awarded to AECOM to conduct storm sewer system modeling for
various street reconstruction projects in association with the Capital Improvements Program
(CIP). This contract was previously amended in February, May and August of 2010. Through
the course of performing these services, the number of options and alternatives analyzed was
increased beyond the original scope of services. These additional options and alternatives were
required in order to determine the best course of action for the watersheds being analyzed.
The amount of this contract amendment is $5,913. This will raise the total contract amount not
to exceed $151,853. Funding for these services is available in the Storm Water Utility.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract award.

RE: Amendment to Agreement for Libbey and Nicolet Watersheds Storm Water
Management Plan / AECOM Technical Services. ( AECOM)
The Department of Public Works previously entered into an Engineering Services Agreement
with AECOM to perform a detailed planning level study of the Libbey and Nicolet Watersheds.
Through the performance of the original Scope of Services of this agreement, it has become
apparent that additional services are required in order to complete the study. The Agreement
was previously amended in August of 2009. The additional services include:
1. Additional alternatives analysis.
2. Develop conceptual layouts for the additional alternatives.
3. Develop planning level cost estimates for the additional alternatives.
The cost of these additional services is estimated not to exceed $16,505. This amendment
would bring the total cost of the agreement to $74,681. Funding for these services is available
in the Storm Water Utility.
Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized
nature, including engineering services, may be approved by the City Manager without the use of
formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this
report regarding this contract amendment.

RE: Award of Geotechnical Engineering Services Agreement —
Subsurface Exploration and Geotechnical Engineering Evaluation for the 2011
Capital Improvement Program (CIP) / River Valley Testing, Inc. (RVT)
The Department of Public Works requested proposals from geotechnical engineering consulting
firms for subsurface exploration, soil classifications, geotechnical engineering, and construction
recommendations for the 2011 CIP. Soil borings will be completed within the right -of -way on all
streets identified in the program.
After a careful and thorough review of all aspects of the proposals, RVT was chosen to perform
the services. The work associated with this agreement is anticipated to be complete by the
spring of 2011. The cost of these services is estimated not to exceed $31,190.50, and will be
split among the Storm Water, Water, and Sanitary Sewer Utilities and the Street Paving CIP.
Funding is available in all four accounts.
