HomeMy WebLinkAbout11-04JANUARY 11, 2011 11 -04 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: ACCEPT STORM SEWER EASEMENTS AT VARIOUS LOCATIONS BETWEEN KOELLER STREET & TIPLER SCHOOL STORMWATER DETENTION BASIN INITIATED BY: DEPARTMENT OF PUBLIC WORKS PLAN COMMISSION RECOMMENDATION: Approved BE IT RESOLVED by the Common Council of the City of Oshkosh that the City hereby accepts storm sewer easements, both temporary and permanent, at the following locations and at other locations as may be necessary between South Koeller Street and the Tipler School Stormwater Detention Basin, per the attached, and the proper City officials are hereby authorized and directed to execute any and all documents necessary for purposes of same. A) Landmark Limited Partnership III, 300 South Koeller Street B) Donald Olson, 251 South Westfield Street C) Greg Roberts, 255 South Westfield Street D) Xiong/Tong Yang /Mai Vang Pao; 240/250 South Westfield Street OYHKOlH ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Darryn Buric ' Director of Planning Services DATE: January 6, 2011 RE: Accept Storm Sewer Easements at Various Locations between Koeller Street and Tipler School Stormwater Detention Basin (Plan Commission Recommends Approval) BACKGROUND The Department of Public Works is requesting acceptance of multiple storm sewer easements, temporary and permanent, located between the 300 Block of South Koeller Street and the Tipler School Area Stormwater Detention Basin (TDB) running around the south and east sides of Landmark Plaza, along the north side of 251/255 South Westfield Street, and along the north side of 240/250 South Westfield Street. This area is located within the Campbell Creek Watershed and was recommended to be reconstructed in combination with upsizing the storm sewer within the Watershed Study. Currently, the existing drainage system is a combination of underground pipes and open ditches. ANALYSIS The proposed series of easements will allow for the construction of a system with increased capacity and provide area necessary for maintenance and construction access. The visible area above /adjacent to the planned box culvert installation on the Landmark Plaza property will be a stone riprap lined channel, which will serve as an overflow channel to allow additional stormwater capacity as overflow, when needed. The area over and adjacent to the residential developments will be restored to existing grass or driveway. The Department of Public Works will work with the property owners to have appropriate easement documents signed and recorded at the Winnebago County Register of Deeds. FISCAL IMPACT No land use fiscal impacts are anticipated. RECOMMENDATION The Plan Commission approved of this request at its January 4, 2011 meeting. Approved, City Manager ITEM: ACCEPT STORM SEWER EASEMENTS AT VARIOUS LOCATIONS ON PROPERTY LOCATED BETWEEN KOELLER STREET AND THE TIPLER SCHOOL AREA STORMWATER DETENTION BASIN GENERAL INFORMATION Petitioner City of Oshkosh Department of Public Works Owner: Landmark Limited Partnership III — 300 S Koeller St Donald Olson — 251 S Westfield St Greg Roberts — 255 S Westfield St Xiong /Tong Yang /Mai Vang Pao — 240/250 S Westfield St Action Requested: The Department of Public Works is requesting acceptance of multiple storm sewer easements running between South Koeller Street right -of -way east to the Tipler School Area Stormwater Detention Basin (TDB) located over property at 300 South Koeller Street, 251/255 South Westfield Street and 240/250 South Westfield Street. Applicable Ordinance Provisions: N/A Property Location and Type /Analysis: The Department of Public Works is requesting the acceptance of multiple storm sewer easements, temporary and permanent, located between the 300 Block of South Koeller Street and the Tipler School Area Stormwater Detention Basin (TDB) running around the south and east sides of Landmark Plaza, along the north side of 251/255 South Westfield Street, and along the north side of 240/250 South Westfield Street. RECOMMENDATION /CONDITIONS Staff recommends approval of the acceptance of the proposed storm sewer easements as requested. The Plan Commission approved of the acceptance of the storm sewer easements as requested. The following is the Plan Commission's discussion on this item. Mr. Buck presented the item and reviewed the site and surrounding area as well as the site plan for the proposed easements. Mr. Thorns asked where the area of the stone riprap lined channel would be located. Steve Gohde, Assistant Director of Public Works, responded that the channel would be located just east of Koeller Street and would continue on the south side of the drive entrance of Landmark Plaza and would then wrap around to the north. He further stated that he does not anticipate water to be present in the channel very frequently. Mr. Thorns also questioned if there was a drainage ditch there currently, why rip rap and stone was being used rather than natural covering, and who would be responsible to maintain this area. Mr. Gohde replied that there is currently a drainage ditch in this location however it is very old and that natural materials were not being used as they would not be suitable covering over the box culvert. He further stated that storm damage would be the responsibility of the City to maintain however mowing would be the responsibility of the property owners. Gohde, Assistant Director of Public Works 5 1 ''15 DATE: December 27, 2010 RE: Accept Easements The Department of Public Works is seeking the acceptance of easements located between Koeller Street and the Tipler School Area Stormwater Detention Basin (TDB) around Landmark Plaza and near the TDB. This area is in the Campbell Creek watershed. The watershed study performed by Strand Associates of Madison recommended the construction of the TDB in combination with upsizing the storm sewer between Koeller Street and the TDB. Currently, the existing drainage system is a combination of pipes and open ditches in narrow easements. The existing stormwater drainage way makes four 90 degree turns. The 90 degree turns reduce the capacity of the stormwater drainage system. The proposed stormwater drainage system is concrete box culvert, varying in size from 3' by 6' to 4' by 6'. The proposed easements allow for the construction of 45 degree angles to help increase the capacity of the system. Additional area is also included to allow maintenance and construction vehicles access to the drainage system. The area above /adjacent to the concrete box culvert through the Landmark Plaza area will be a riprap lined channel. This will serve as an overflow channel to allow for additional stormwater capacity /storage in the event it is needed. The area adjacent to the residential developments will be restored to grass or driveway depending on current use.
