HomeMy WebLinkAbout11-10JANUARY 11, 2011 11 -10 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: TO AUTHORIZE THE FILING OF APPLICATIONS FOR FEDERAL OPERATING AND CAPITAL ASSISTANCE, STATE OPERATING ASSISTANCE, AND COUNTY TRANSPORTATION ASSISTANCE INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the Wisconsin Department of Transportation has the authority to award financial assistance for transportation projects, and WHEREAS, the Federal Transportation Administrator has been delegated authority to award Federal financial assistance for a transportation project, and WHEREAS, Winnebago County has the authority to award financial assistance for transportation projects; and WHEREAS, the grant or cooperative agreement for financial assistance will impose certain obligations upon the Applicant, and may require the Applicant to provide the local share of the project cost, and WHEREAS, the Applicant has or will provide all annual certifications and assurances to the Federal Transit Administration and the Wisconsin Department of Transportation required for the projects; NOW, THEREFORE, BE IT RESOLVED BY the Common Council of the City of Oshkosh 1) That the City Manager is authorized to execute and file an application for state transportation assistance under S.85.20, Wis. Stats. and the Wisconsin Employment Transportation Assistance Program. 2) That the City Manager is authorized to execute and file an application for federal assistance on behalf of the City of Oshkosh with the Federal Transit Administration for federal assistance authorized by 49 U.S.C. chapter 53, Title 23, United States Code, or other federal statutes authorizing a project administered by the Federal Transit Administration. The Applicant is the Designated Recipient as defined by 49 U.S.C. § 5307(a)(2). 3) That the City Manager is authorized to execute and file an application for county transportation assistance and non - profit agency transportation assistance. ( 0 OJHKO H City of Oshkosh - Transportation Department ON THE WATER 926 Dempsey Trail, Oshkosh, WI 54902 (920) 232 -5342 (920)232 -5343 fax MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Christopher Strong, P.E., Director of Transportation DATE: January 5, 2011 RE: Filing of Grant Applications This resolution will authorize the filing of the following grant applications: 1) 2011 Federal Operating and Capital Assistance Grant. 2) 2011 Wisconsin Department of Transportation Operating Grant. 3) 2011 Winnebago County Transportation Assistance. 1) Federal Operating and Capital Assistance Grant The Oshkosh Transit System is applying for 2011 Federal operating assistance in the amount of $1,447,061. The operating grant will cover approximately 32% of the 2011 projected expenses. 2) State of Wisconsin Operating Assistance The City of Oshkosh is applying for $1,130,517 in operating assistance from the Wisconsin Department of Transportation. The proposed funding level is approximately 25% of operating expenses for calendar year 2011. 3) Winnebago County Transportation Assistance The Oshkosh Transit System will apply for $292,223 from Winnebago County. The programs that are funded are shown below: • Oshkosh Dial -A -Ride • Cabulance (Handicapped Van Service) • Rural Elderly and Disabled Bus Service • Advocap Mealsite Transportation • Oshkosh to Neenah Route City of Oshkosh — Transportation Department Filing of Grant Applications / January 5, 2011 Analysis The public hearing was held at the December 22, 2010 Transit Board meeting. The public was able to make comments on the social, economic and environmental aspects of the grant applications. No public comments were received. Fiscal Impact The approved 2011 City Budget assumed that the City would secure this grant funding. Without applying for this grant funding, the City will not be able to maintain existing service levels. Applying for these grants does not obligate the City to spend any money beyond what was designated in the approved 2011 City Budget. Recommendation The Transportation Department recommends the Common Council approve this resolution to submit these grant applications as presented. Please contact me if you have any questions.
