HomeMy WebLinkAbout1992-Letter (rooming house) e O.JHKOfH City of Oshkosh ON THE WATER June 11, 1992 Jay Puestohl 1840 Simpson St. Oshkosh, WI 54901 Dear Jay: Re: 1025 W. 5th Ave. Former Convent Per your request, an inspection was conducted on June 9, 1992, to determine what correction must be made to use this building as a rooming house for 18 senior citizens. The follow- ing is a report of the correction that must be made prior to occupancy of this building as a rooming house. 1. Zoning approval must be obtained. It is recommended that this issue be addressed first to ascertain on to whether this is an allowed use in this zoning district. Please contact Bruce Roskom, Principal Planner, at 236 -5059, to discuss this issue. 2. Provide smoke detectors in the following locations: 1. At least one in the basement. 2. At the head of every open stairway at each floor level including the attic. 3. In the hallways of the 1st and 2nd floor starting at the stairway and every 30 feet along the halls. 4. Either in each sleeping room if smoking is allowed in the sleeping rooms or in the hallway within 6 feet of each sleeping room. 5. One located on the attic side of each attic entrance. It is suggested, but not required, that the smoke detectors be permanently wired to an unswitched circuit and be electrically interconnected. Page Two June 11, 1992 Jay Puestohl 3. The stairwell entrances to the attic must be one hour rated enclosures. The glass panels shall be infilled with stud walls covered with one layer of 5/8 type x gypsum board on each side. The attic doors shall also be self closing. 4. The door at the basement entrance shall be replaced with a 1 3/4 inch solid core or a 3/4 hour labeled self closing door. Since the ceiling of the basement is rated due to the construction used, this door will serve as the stairwell enclosure and complete the rating of the boiler room. Mean- ing the entire basement will meet the requirements of a boiler room. 5. Fire extinguishers with a minimum rating of 2A10BC shall be provided. As discussed in our inspection one should be provided in the basement, three on each floor level and one in each stairwell at the attic door. 6. A 42 inch high guardrail with intermediate rails to prevent passage of a 6 inch diameter ball shall be provided on the southeast balcony. 7. Section 16 -33(9) of the Oshkosh Minimum Housing Code requires each dwelling unit or in this case sleeping room to be pro- vided with a solid core door with deadbolt locking devices. The deadbolts must be operated with a knob from the inside and a key from the hallway side. 8. Once all items have been corrected an Occupancy Permit must be obtained and a City of Oshkosh Rooming House License must be obtained. The license has an annual fee of $25 and must be renewed each year. Please contact Bruce Luedtke, Housing Inspector, at 236 -5137 for further information.
