PURPOSE: AWARD BID TO BRUCE MUNICIPAL EQUIPMENT INC. FOR
MULTI - PURPOSE COMPACT TRACTOR FOR STREET DIVISION
($117,980.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised forbids for one (1) multi-
purpose compact tractor for Street Division; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Street Division Multi- Purpose Compact Tractor
BACKGROUND
The Street Division needs to replace their 1989 John Deere utility tractor that is being used for
snow and leaf removal. This tractor has logged over 6,000 hours and replacement parts are
increasingly harder to find. Additionally, its larger size makes it clumsy and less efficient for
snow and leave removal on terraces and curbs. A new compact tractor will improve snow /leave
removal efficiency and minimize damage on terraces and curbs. The Council approved and
allocated $135,000 for this tractor replacement in the 2011 CIP.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals
seeking vendors for this tractor. Bid requests were sent to vendors who have received invitations
to bids in previous years. In addition the bid was advertised in the local paper and posted online
on NovusVendor. Bids were received on December 17, 2010. The bid tab is attached. Of the
three bids received the Street Division and Purchasing determined only one bid met the minimum
bid specifications in areas such as warranty coverage, safety features, rust protection and paint
finish.
FISCAL IMPACT
After trade -in this tractor will have a fiscal impact of $117,980. This item was budgeted in the
2011 CIP major equipment replacement at $135,000. This purchase would be funded through the
CIP Equipment Fund with 2011 borrowing.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Bruce Municipal Equipment Inc.
for $117,980. This tractor could be delivered within 30 -40 days after ordering.
