REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH DECEMBER 20, 2010 10-23 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ), PURPOSE: AWARD PARTIAL BID TO RADTKE CONTRACTORS FOR MARION ROAD
RIVERWALK IMPROVEMENTS, EAST LEG ALTERNATE 4 -HARDSCAPE ($522,228.30) WHEREAS, the Redevelopment Authority has heretofore advertised for bids for construction of a bike and pedestrian
riverwalk along Marion Road, between Wisconsin Street and Jackson Street; and WHEREAS, the Redevelopment Authority previously approved the bid from Radtke Contractors for the base bid
(west leg) and Alternates 2 and 3 (for the east leg) for the Marion Road riverwalk project; and WHEREAS, upon the opening and tabulation of bids, and based on funding availability, it
appears that the following partial bid for Alternate 4 is the most advantageous bids: RADTKE CONTRACTORS 6408 Cross Road Winneconne, WI 54986 TOTAL BID: $522,228.30 NOW, THEREFORE, BE
IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that said partial bid is hereby accepted and the proper Authority officials are hereby authorized and directed to enter
into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from City capital improvement
accounts.

Contractors for Marion Road Riverwalk Improvements, East Leg ($522,228.30) BACKGROUND The Redevelopment Authority (RDA) owns the property for the Marion Road Riverwalk and has let the
bid for the base construction around The Rivers -the west leg of the riverwalk. The City is required to construct the west leg of the riverwalk in conjunction with the private development
per the Development Agreement. The RDA let the bid for the base bid for the west leg of $696,403.45 at their August meeting. The RDA has also let the bid for Alternates 2 and 3 which
completes the dredging, revetment and crushed gravel surface on the east leg for $745,440.90 at their October meeting after receiving City funding. Alternate 4 is for the installation
of the finish materials for the east leg which includes concrete paving, landscaping, and underground utilities. Radtke Contractors included Alternate 4 in their August bid for $522,228.30
and has informed the RDA that they would still honor their bid. ANALYSIS The City has already obtained the following grants for the project: • $200,000 for remediation under the west
leg. • $200,000 for remediation under the east leg. • $325,000 for docks along Marion Road riverfront. Project Timing -Both $200,000 remediation grants must be used by September 1, 2011.
The $325,000 docks grant must be used in 2011 and 2012. The City is also responsible for the riverwalk lights, benches and tipping fees and contingencies for the west leg of the project,
estimated to be $567,100. The City'S
responsibility for the tipping fees and contingencies on the east leg is estimated to be $675,300. The Total Cost to finish both the West leg and the East leg of the Marion Road riverwalk
is estimated to $3,206,500. The City will be required to construct the east leg of the riverwalk when the private development takes place. The bids received are good and would avoid
additional expense to City if the City would have to rebid the project at a future date. The City has included $812,000 to finish the east leg of the project. Most of this funding will
go to Radtke for the Alternate 4. The balance of the funding will pay for city-purchased lighting, benches and other amenities on the riverwalk. The timing for the project is important
to the completion of the dock project along the riverwalk. The City Council adopted the 2011-2015 Capital Improvement Program to include the City's share of the dock project spread over
2011 and 2012. The riverwalk must be finished in order to install the dock structures FISCAL IMPACT The City Council approved the re-allocation of $367,100 in savings from the Riverside
Park riverwalk to the Marion Road West Leg. The City Council also authorized the funding for the Marion Road East Leg base construction of $1,420,800. The City obligations included in
the adopted 2011-2015 Capital Improvement Program are: • The total cost for finishing the east leg paving and landscaping, lighting, benches and other amenities is estimated to be $812,000.
• The cost of the docks not covered by the grant is estimated to be about $1,150,000 spread over 2011 ($575,000) and 2012 ($575,000) RECOMMENDATION The RDA awards the bid for Alternate
4 to Radtke Contractors for a total of $522,228.30.
