King: This letter is to call your attention to problems relating to the use of your property at 1103 Minnesota Street. Building Permit 0441, taken out by you on 03/21/79, was for work described as "Alterations to second floor area to include in apartment #1 (1103 Minnesota Street) for new bedroom and bath." The condition essential to this permit is that the altered second floor area would be part of apartment #1 on the first floor.' It is presently disclosed to us that the occupant en the second floor, }s. Sarah Schneider, has in fact, no access whatsoever to apartment #1, and hears no re- lationship whatsoever to the occupant of apartment #1. The altered area on the second fldof is therefore a separate dwelling unit, and the building is pre- sently being used as a three-unit apartment building, in violation of the following ordinances: 30-7: In the Re2 two family residence district, no building or premises shall be used and no building shall hereinafter he erected or structurally altered except for one or more of the following uses: (1) Any use permitted in the R-1A or R-1B single family residence district (2) Two family dwellings (3) Home occupations (4) Churches, public and parochial elementary school. 7-34 IND 58.07: Every new building or alteration to a building shall be designed in compliance with the rules of the Department of Industry, Labor and numan Relations. Plans and specifications for the design of the building, heating, ventilating and air conditioning oysters and energy conservation design shall he prepared, signed, and sealed by a Wisconsin Registered Architect or Engineer and submitted for approval prior to the beginning of any work.
