WHEREAS, the City of Oshkosh has heretofore advertised forbids for chemicals for
Water Filtration Plant and Wastewater Treatment Plant; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreements for the purpose of same,
all according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: 2011 Chemicals Bid for Water Filtration Plant and Wastewater Treatment Plant
BACKGROUND
This is the annual bid for operational treatment chemicals for the year 2011. The chemicals are
for the Water Filtration and Wastewater Treatment Plants.
ANALYSIS
Working in conjunction with Water Filtration and Wastewater Treatment personnel, Purchasing
reviewed and prepared proposals seeking vendors for these chemicals. Bids were received on
December 1, 2010. The following unit prices for bids as indicated are recommended for council
award. Aluminum Sulfate: General Chemical $477.87/dry ton (.067% increase), Ferrous
Chloride: Rowell Chemical $.54/lb. (10% decrease), Liquid Odor Control: Siemens Water
Technology Corporation $2.49 /gallon (.09% increase). There were no bids received for the
Liquid Chlorine or the Liquid Polyelectrolyte. However, the low bidders from last year agreed to
extend their 2010 pricing and contract terms for the 2011 contract (Hydrite Chemical for Liquid
Chlorine at $590 /ton and Polydyne Inc. for Liquid Polyelectrolyte at $.440 /lb).
FISCAL IMPACT
Fiscal impact estimates based on usage consumptions noted on the bid tab are as follows:
Aluminum Sulfate est. $525,767, Ferrous Chloride- est. $147,125, Liquid Odor Control- est.
$149,640. Note: the fiscal impact estimates for the Liquid Chlorine and Liquid Polyelectrolyte
would be the same pricing/estimated consumption from 2010 ( Liquid Chlorine- $590 /ton with
130 tons estimated usage consumption= $76,700, Liquid Polyelectrolyte- $.440/lb with 120,000
lbs estimated usage consumption= $52,800). Funding for the chemicals will be from the
following utility accounts: Liquid Polyelectrolyte & Aluminum Sulfate: 541 -1810 -1507- 00000,
Liquid Chlorine & Ferrous Chloride: 551- 1940 - 6529- 00000, Liquid Odor Control: 551 -1930-
6529- 00000.
RECOMMENDATION
Council to award chemical bids to vendors as indicated on the attached bid tab.
