HomeMy WebLinkAbout10-359NOVEMBER 23, 2010 10 -359 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVE LOCAL ROAD AGREEMENT WITH WISCONSIN DEPARTMENT OF TRANSPORTATION FOR REVISIONS RELATED TO RECONSTRUCTION OF US HIGHWAY 41 AT US HIGHWAY 45 INITIATED BY: PUBLIC WORKS DEPARTMENT BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached Local Road Agreement between the City of Oshkosh and the State of Wisconsin is hereby approved and the proper City officials are hereby authorized to execute and deliver the agreement in substantially the same form as attached hereto, any changes in the execution copy being deemed approved by their respective signatures, and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the Agreement. STATE OF WISCONSIN CITY OF OSHKOSH, WINNEBAGO COTJNTY AND TOWN OF OSHKOSH, WINNEBAGO COUNTY LOCAL ROAD AGREEMENT WHEREAS, the Wisconsin Department of Transportation will reconstruct USH 41 under Real Estate Project 1120 -11 -22 and Construction Projects 1120 -11 -71 though 1120 -11 -75 for the good and in the interest of the traveling public; and W11E REAS, the reconstruction of USH 41 includes changes to the local road system within the City of Oshkosh and Town of Oshkosh all in, Winnebago County, Wisconsin. THEREFORE, BE IT RESOLVED, that (lie City of Oshkosh and the Town of Oshkosh agrees to accept maintenance and jurisdiction responsibility of the segments of roadway in their respective municipal j6risdiction described as follows: 1. The current west 1050' (020 mi.) of Fernau Ave (all within the City of Oshkosh) will be obliterated at the present -day Algoma Blvd. (US 45)/Westwind Road intersection, and relocated to the south approximately 850', this will result in an approximate 1215' addition to Femau Avenue: (0.23 miles). Of this, the west 300' will be in the Town of Oshkosh. Final mileage figures will be detemuned during the local road certification period. 2. Stillman Drive will no longer access Algoma Blvd. (US 45). Access to Algoma Blvd. (US 45) from Stillman Drive will now be via relocated Fernau Ave. Stillman Drive will be reduced by 300' (0.06 mi) to a new intersection approximately 400' east of on Fernau Ave. Qs �5� 3. Walter Street will be relocated on the south to intersect with the relocated Fernau Ave. The relocation will begin at the Walter Street, Nolte Rd, and (private) Basler Ln intersection and traverse southeasterly approximately 700' (0.14 mi) to the relocated Fernau Ave. The result will be an addition of 325' (0.06 mi) to Walter Street for the City of Oshkosh. The north junction of Walter Rd is also being relocated and will be further described in # 8. 4. Westwind Rd running west from Algoma Blvd. (US 45) under current USN 41 to Lake Butte Des Morns Drive will be closed and the road will be obliterated. This is approximately 1140' (0.22 mi.) reduction in mileage. 5. Marine Drive will no longer connect to Westwind Rd. Marine Drive will have a cul -de- sac constricted resulting in a net loss of 200' (0.04 mi). 6. Lake Butte des Morts Drive will be realigned beginning at the T- intersection of Snell Rd and USH 45. The exact mileage change will be determined during annual local road certification. It is anticipated that the net change will be approximately 0.01 mi. o The existing roadway is 2625' (0.50 mi) where the new alignment will be a distance of 2675' (0.51 nni) thus resulting in a minor change in the local road mileage to the City of Oshkosh. E) Lake Butte des Mods Dr. will also be extended to overpass US 41 and connect to Algoma Blvd (US 45) at Fernau Ave. This will result in a gain of 2268' (0.43 mi). 7. Green Valley Road will be obliterated and removed front the Local Road system south of Snell Ave. This will result in a loss of 2050' (0.39 mi) to the local road system. 8. Adding an overpass stmchire over USH 41 will connect W. Snell Road and Fountain Ave. Per. City of Oshkosh Resolution 10 -104 dated April 13, 2010. The existing Snell Road curve will be removed to intersect with W. Snell Rd (old Fountain Ave) on the east side of USH 41. Fountain Ave will become W. Snell Rd and continue west from this point over USH 41. W. Snell Rd will continue east from this intersection on existing alignment. Walter Street (old Snell Road) will also continue south as a frontage road connecting to Fernau Avenue as described above in description # 3. W. Snell Rd will gain approximately 400' (0,08 mi). Summary: 1. Fernau Avenue 2. Stillman Drive 3. Walter Street 4. Westwind Road 5. Marine Drive 6. Lake Butte des Morts Dr 7. Green Valley Road 8. W. Gohde, Assistant Director of Public Works November 18, 2010 Approve Local Road Agreement with Department of Transportation for Revisions Related to the Reconstruction of US Highway 41 at US Highway 45. BACKGROUND The Wisconsin Department of Transportation is reconstructing US Highway 41 through the City of Oshkosh, including the interchange with US Highway 45 (Algoma Blvd). The resulting roadway layout changes the mileage of streets the City is responsible to maintain. This agreement shows the changes in roadway distances in the area of US Highway 45 and gives the City the jurisdiction to manage these roadway segments within the City of Oshkosh. ANALYSIS The net change in local roadway length is an increase of 350 feet or 0.07 miles. FISCAL IMPACT The minimal change in local roadway length will have a very small impact on the City's costs to maintain these roads or the funding received from the State of Wisconsin based on local roadway length.
