PURPOSE: APPROVAL OF APPLICATION FOR URBAN WILDLIFE
ABATEMENT AND CONTROL (UWDAC) GRANT
INITIATED BY: CITY ADMINISTRATION
A resolution authorizing the submittal of a state grant application and subsequent
appropriation of City funds for urban wildlife damage abatement and control.
WHEREAS, the City of Oshkosh desires to control urban wildlife populations of
white - tailed deer to abate wildlife damage and apply for state aids to do the following
project:
a) Annually survey (visually on ground and /or by aerial)
population estimates of the deer herd in the Osborn Avenue
Project area, the county landfill to Highway 41 north area
and the property owned by EAA, to identify population trends
and identify herd growth over time.
b) Develop herd management programs based on population
density in accordance with the City of Oshkosh policy and
DNR standards and protocol.
WHEREAS, the City of Oshkosh shall comply with all financial record keeping and
disclosure requirements and other requirements of s. 29.887 Stats., and s. NR 50.23
Wis. Adm. Code, pertaining to urban wildlife damage abatement and control, if state aid
is obtained for urban wildlife damage abatement and control.
THEREFORE, BE IT RESOLVED that the City of Oshkosh Common Council
authorizes the Director of Parks as its Authorized Representative to submit a state grant
application to the Wisconsin Department of Natural Resources (DNR) for the urban
wildlife damage abatement and control project identified above.
BE IT FURTHER RESOLVED that the City of Oshkosh Common Council does
hereby appropriate a matching allocation for such project and such appropriations shall
continue as long as state matching aids are available, or until this resolution is modified
by the Common Council.

BE IT FURTHER RESOLVED that the Director of Parks, or his designee, is
hereby authorized and directed, if said grants are awarded, to accept such funds,
pursuant to the terms of the grant application; to act on behalf of the City of Oshkosh to
expend the funds hereby appropriated and the funds to be received from the State of
Wisconsin for the urban wildlife damage abatement and control project identified above;
sign documents and take all action necessary to undertake, direct and complete the
urban wildlife damage abatement and control project identified above.
BE IT FURTHER RESOLVED that the City of Oshkosh shall maintain appropriate
records to document all expenditures made during and for the urban wildlife damage
abatement and control project identified above and shall submit to the DNR a final report
summarizing expenditures and describing objectives, activities, achievements and
problems in accomplishing the project identified above. The City of Oshkosh Common
Council hereby grants DNR employees access to inspect all planned operations
proposed in the plan.
BE IT FURTHER RESOLVED that if the state aid was for completing an urban
wildlife damage abatement and control plan, such a plan shall be completed within one
(1) year of the grant contract being signed, and if the state aid was for implementing
control projects identified in a urban wildlife damage abatement and control plan, such
control work shall be completed within two (2) years of the grant contract being signed.
