HomeMy WebLinkAboutMinutesDOWNTOWN OSHKOSH BID BOARD MINUTES October 19, 2010 PRESENT: David Sparr, Megan Lang, Todd Cummings, Melody Wollangk, Kurt Koeppler, Mike Russell, Sandy Prunty EXCUSED: Jim Stapel, Jeff Jahnke, David Hetzel STAFF: Maureen Lasky, Jeffrey Nau OTHERS: Rob Kleman — OAEDC, Matt Kroening — Oshkosh Police Department, Chris Strong — Oshkosh Transit Department, Kevin Uhen — Streets and Sanitation Division, Carrie Rule — Leadership Oshkosh I - CALL TO ORDER Vice Chair Megan Lang called the meeting to order and a quorum was declared present. II - MINUTES OF SEPTEMBER 21, 2010 MEETING There was no discussion on this item. Sandy Prunty moved for approval of the September 21st minutes as presented. Kurt Koeppler seconded the motion which passed unanimously. III — POLICING /TRAFFIC /PARKING ISSUES Sergeant Kroening reported that the Pub Crawl occurred on October 16 Attendance was lower than expected but still was a largely- attended event. The Oshkosh Police Department cited 27 people and arrested three, which was similar to the 2009 Pub Crawl. There was some minor vandalism along N. Main Street as well as Parkway Avenue. Discussion followed that these types of events are good as it brings people to the downtown. However, questions were asked on if and how the new Special Events Ordinance will lessen the burden on the City and area businesses as far as the event promoters reimbursing the City for extra services and being responsible for cleanup after the event. Sergeant Kroening also reported that the brick wall dumpster screen behind the 400 block west buildings near Algoma Boulevard has been repainted to cover up graffiti. Mr. Nau reported that there has been discussion whether or not the wall served any useful purpose as it has historically been targeted for graffiti. As a result, the City will be removing the wall in the near future. IV — MONTHLY FINANCIAL REPORT There was no discussion on this item. Mike Russell motioned for approval of the monthly financial report as presented. Melody Wollangk seconded the motion which passed unanimously. V - BID MANAGER AND SUBCOMMITTEE REPORTS Halloween Event will take place on October 30 from 12:00pm to 4:00 pm • The straw maze at Opera House Square • There will be many kid - friendly games and events • Pumpkins will be available for kids to decorate • Trick -or- treating for the kids • Volunteers are needed The November Gallery Walk will host Rock the Block which will celebrate the reopening of Main Street with a ribbon cutting. DOWNTOWN OSHKOSH BID BOARD MINUTES October 19, 2010 - The Holiday Tree Lighting Event will take place on November 11 followed by the Holiday Parade. • The Christmas tree will stay lit through Christmas • A DJ will be playing holiday music - Beautification • Locations for most of the design elements have been determined • The BID continues to work with the City for an acceptable trash and recycling receptacle design - Branding Subcommittee • Two proposals have been submitted • Ms. Lasky is scheduling interviews with the candidates - Banner Sponsors — BID Manager Lasky and Vice Chair Lang reported that it will cost between $16,000 and $17,000 for the banners along Main Street. The estimate includes design services and five different sets of banners that will be changed out throughout the year. Ms. Lasky stated that she initially proposed to seek three- $6,000 sponsors to cover the costs of the banners. The Oshkosh Community Foundation would receive free sponsorship due to their contribution to the Main Street amenities and the Oshkosh Chamber of Commerce would have a reduced sponsorship fee of $3,000 because of their other financial support of the BID. With the lower bid, Ms. Lasky and Ms. Lang proposed to lower the sponsorship fee to $5,000. Discussion followed that the BID should not be making money off this program since the cost for each set will be approximately $3,200. The Board decided that a sponsorship fee of $4,000 is more appropriate with a guarantee of having their banner used in the five - change cycle for four years. VI — N. MAIN STREET CONSTRUCTION UPDATE Electrical work on the 0 to 300 blocks should be near completion. There is no set date as far as the reopening of any portion of Main Street. VII — PARKING FINE VALIDATION PROGRAM This item was laid over until the November meeting. VIII — 2011 BUDGET Megan Lang indicated there are two new items in the 2011 budget. The first being Business After Hours and the second being the Saturday's Farmers Market. Ms. Lasky stated to make the budget balance out, funds had to be removed from planter maintenance. The shortage will be made up from the Future Reserves Fund. Discussion followed if it is wise or cost effective to fund events such as the Halloween Event and Destination Downtown where that money could be used for advertising. It was argued that those events do bring a lot of people downtown and brings exposure to Main Street businesses. Chair Sparr pointed out that the Branding Project will be a huge boost to advertise the downtown and in recent years, the BID has used much more of its resources towards advertising. Megan Lang motioned for approval of the 2011 BID Budget as proposed. Sandy Prunty seconded the motion which carried 6 -1 (Nay - Russell). 2 DOWNTOWN OSHKOSH BID BOARD MINUTES October 19, 2010 IX — DOWNTOWN SNOW REMOVAL Kevin Uhen explained that blocks will be shut down to enable the City to more efficiently remove snow. The snow will be moved towards the center of the street and then hauled away. Mr. Uhen encouraged the Board to spread the word to use the City's e- mail /text notification to better inform downtown businesses and tenants to when the Street Department will be shutting down specific streets for snow removal. Mr. Uhen also stated that it may be advantageous for the BID to hire a contractor to remove snow off the public sidewalks within the district to avoid situations where property owners /tenants fail to shovel in a timely manner. X — FARMERS MARKET This item was discussed during the 2011 Budget approval (funding for the Saturday's Farmers Market). XI — PROJECTING SIGNS WITHIN THE DOWNTOWN OVERLAY DISTRICT This item was laid over until the November meeting. XII — IDENTIFICATION OF AGENDA ITEMS FOR NOVEMBER 16, 2010 MEETING • Parking Fine Validation Program • Branding • Contracted Sidewalk Snow Removal • Projecting Signs within the Downtown Overlay District XIII - ADJOURNMENT With there being no further business, Kurt Koeppler moved the meeting be adjourned.
