FOR COOLING TOWER REPLACEMENT FOR OSHKOSH CITY HALL ($36,830.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised forbids for cooling tower replacement for City of Oshkosh, City Hall; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: JOHNSON AND JONET MECHANICAL CONTRACTORS INC. 1800 Sal Street Green Bay, WI 54302 I Me. 1I -rot $36,830.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, 9 0 3 -1 1 3 0 54 City of Oshkosh —0— 903 -130 OIHKCYH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: November 2, 2010 RE: City Hall Cooling Tower BACKGROUND The Common Council approved funds in the 2008 CIP Program for the replacement of the cooling tower used within the City Hall complex. The cooling tower provides the cooling water for the chiller which in turns cools the City Hall building. The 23+ year old cooling tower components have exceeded their useful lifecycle and are now in an age range where catastrophic failure could result in more costly repairs. Mechanical engineering services from Summit Designs, LLC were hired to provide bid specifications and construction oversight for this project. ANALYSIS Working in conjunction with Summit Designs, Purchasing reviewed and prepared proposals seeking contractors for this project. The bids were advertised in the local paper and posted online on NovusVendor. Bids were received on November 1, 2010. The bid tab is attached. Working with the Summit Designs, Purchasing reviewed the bids and concluded the low bid from Johnson & Jonet Mechanical Contractors Inc. met the minimum bid specifications. The project will have a one -year workmanship and installation warranty and the cooling tower mechanical components will have five -year mechanical parts warranty. The project is expected to begin in early November and be completed by mid - January, 2011. FISCAL IMPACT The total fiscal impact of this project including professional services ($3,500) and contractor bids ($36,830) is $40,330. Funding for this project would be charged to CIP account: 323 -0080- 7204- 06827. RECOMMENDATION Purchasing recommends the Common Council award the bid to Johnson & Jonet Mechanical Contractors Inc. for $36,830.
