PURPOSE: APPROVE REVISED FREE FARE PROGRAM FOR CHILDREN
AND NEW FREE FARE PROGRAM FOR DISABLED
VETERANS ON OSHKOSH TRANSIT SYSTEM
INITIATED BY: TRANSPORTATION DEPARTMENT
RECOMMENDED BY: TRANSIT ADVISORY BOARD
WHEREAS, the Federal Transit Administration provides financial assistance for
capital improvement projects and transit operating assistance; and
WHEREAS, the Secretary of Transportation is authorized to make grants for the
above types of mass transit projects; and
WHEREAS, the Federal Transit Administration has imposed certain planning
requirements to be completed prior to route and fare modifications; and
WHEREAS, the Transit Advisory Board has afforded the opportunity for interested
persons and agencies to be heard with respect to the social, economic and environmental
aspects of this project; and
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the following modifications to the Oshkosh Transit System fare structure,
effective January 1, 2011, be adopted.
City Routes and Route 10
up to 3 children(ages 0 -5) with a fare - paying passenger.......... FREE
Disabled Veterans
(with Dept of Veteran Affairs "Service Connected" ID card) ...... FREE

RE: APPROVAL OF REVISED FREE FARE PROGRAM FOR CHILDREN
AND NEW FREE FARE PROGRAM FOR DISABLED VETERANS ON
OSHKOSH TRANSIT SYSTEM
At its October 27, 2010 meeting, the Transit Advisory Board recommended two changes to the
fare structure on our fixed route bus service.
The first change involves allowing up to three children, ages 0 -5, to ride for free when
accompanied by a fare- paying passenger. Currently, there is no limit on the number of children
who can ride for free on City routes, while all riders on Route 10 have to pay the normal cash
fare. This change would make our children's fare policy consistent across all of our routes.
The second change would allow disabled veterans, who have a Department of Veterans Affairs
ID "Service Connected" card, to ride our fixed route bus service for free. This free fare program
is in effect in Minnesota, and was launched in Green Bay on October 1. This proposed fare
change comes at the request of a citizen.
The revenue impact of these proposals is difficult to determine, but is likely fairly small
compared to total system revenues. For the children's fare proposal, there are offsetting revenue
impacts, with potential increased revenue on City routes and decreased revenue from Route 10.
For the disabled veterans' fare proposal, it may be that some of the potential beneficiaries of this
service already pay a reduced fare. Any new riders who are attracted to the system through this
program would likely not add additional costs, so this would allow our system to serve the
community in a more effective way.
