Roll call was taken and a quorum declared present. The minutes of October 5, 2010 were approved as presented. (Hinz /Borsuk) ACCESS CONTROL VARIANCE TO PERMIT A TOTAL OF SEVEN DRIVEWAY OPENINGS TO PROPERTY ON THE 1000 BLOCK WEST SNELL AVENUE The petitioner is requesting an access control variance to permit seven driveways on the 1000 block of West Snell Avenue. The property currently has three driveway openings leading to the State Prison (1728 West Snell Avenue), one driveway opening to a sanitary lift station structure and two driveway openings to the City of Oshkosh Fire Station 19 (1000 West Snell Avenue). This request proposes to add a seventh driveway opening onto West Snell Avenue specifically, being a third driveway opening to service Fire Station 19. Mr. Buck presented the item and reviewed the site and surrounding area, the location of the six existing driveways on the site, and the proposed additional driveway for Fire Station 19. He also reviewed the zoning and land use map for the area as well as the site as it currently exists and the site plans for the storage facility and proposed new driveway access. He stated that staff had no concerns with traffic conflicts or negative impact on the neighborhood due to this additional driveway. Tim Franz, Fire Chief, stated that the proposal was still in the bidding process and the proposed storage facility would house reserve equipment and specialty vehicles. The existing ingress only driveway would remain as is due to the fact that the fire station is also utilized for meetings and as a polling location during elections. Ms. Propp questioned if there was adequate public parking for voting purposes. Mr. Franz responded that parking is pretty close at times when citizens are accessing the site for voting purposes, but the excess equipment that is currently parked in the lot would be relocated to the storage building once completed. Motion by Thoms to approve the access control variance to permit a total of seven driveway openings to property on the 1000 block West Snell Road. Seconded by Borsuk. Motion carried 7 -0. There being no further business, the meeting adjourned at approximately 4:10 pm.
