Your response was immediate, and the subsequent investigation thorough. The housing inspector checked f.equently, a representative of the health department visited, and an assistant city attorney ap- peared some weeks later. I do not know if any punitive measure was ever taken against the property owner, but I do know that the procedures did nothing to ac- complish the desired goal. - Spring came this year to reveal the same unsightly debris, and,-. - most aazTravating to the residents of this immediate neighborhood,-- the dandelions , thistles, and other noxious weeds of all descriptions have again grown to an approximate foot in height. If,because of some legal technicality, the owner was absolved un- der t: provisions of the new ordinance, he is certainly guilty of vio- laion of the long- standing ordinance against noxious weeds. However, ev:_:n that fact presents a dilemma. City crews cannot do an efitective job of mowing because of the debris. Further, a one -shot partial mowing once a year does practically nothing for weed control. What services can the city offer to correct this situation ? I speak with permission for five other property owners in the immediate area whose patience with this situation has just worn out. Te hope that you will channel our complaint to the proper authori- ties and that we will soon receive some action, explanation, or recom- mendation as to how to proceed. Thank you. Sincerely, Dora Kraft A 32 Mill Street, Oshkosh, Wisconsin 54901
