PRESENT: Steve Herman, Stan Kline, Gary Ross, Dennis Rumlow and Don Seybold ABSENT: James Kaprelian and Timothy Schuster STAFF: Christopher Strong, Transportation Director Jennifer Weigand, Recording Secretary CALL TO ORDER Vice-Chairman Kline called the meeting to order at 4:00 p.m. APPROVAL OF MINUTES Mr. Herman moved to accept the August 10, 2010 minutes. Mr. Rumlow seconded the motion. Motion carried (4-0). NEW BUSINESS 1. ELECTION OF OFFICERS. Mr. Herman nominated Mr. Kaprelian for Chairperson. Mr. Rumlow seconded the nomination. Mr. Kaprelian was elected by general consensus. Mr. Herman nominated Mr. Kline for Vice-Chairperson. Mr. Rumlow seconded the nomination. Mr. Kline was elected by general consensus. 2. A REQUEST FOR A LEFT-TURN ARROW FOR WESTBOUND OSHKOSH AVENUE AT ITS INTERSECTION WITH WESTFIELD STREET. (CURRENT CONDITION: NO LEFT- TURN ARROW). Mr. Strong gave a brief explanation of the traffic analysis of this intersection. There is not enough left-turn traffic on Oshkosh Avenue or eastbound traffic on Westfield Street to warrant a left-turn arrow. This change was not warranted. Mr. Ross present at 4:05 p.m. Mr. Kline felt unless the car turning left was the first vehicle in line, the extra ten seconds wouldn’t make a difference. Mr. Herman moved to accept the request, Mr. Rumlow seconded the motion. Motion lost (0-5). 2 TRA MINUTES Page October 12, 2010 3. A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF ADAMS AVENUE FROM 158 FEET EAST OF BAUMAN STREET TO 300 FEET EAST OF BAUMAN STREET. (CURRENT CONDITION: NO PARKING). Ms. Deb Oestrich, 941 Adams Avenue, was opposed to this request. She noted the street is narrow and if parking was allowed on both sides of the street, an emergency vehicle would not be able to get through. At the present time when vehicles are parked on the street, only one vehicle is able to get through. Her first concern is safety. Mr. Stuart Murphy, 1935 Iowa Street, presented the Board with pictures of the area. He noted that 50 to 60 percent of Adams Avenue is surrounded by water. He informed the Board the parking restriction was put into effect in 1994, because of the KB Club, which is a fraternity-membership only establishment, which meets off of Adams Avenue. Members of the KB Club come from all over the city and may park on Adams Avenue, which may make it difficult or unsafe to back out of driveways. He was opposed to this request. Mr. Kline noted that a letter of opposition was received from Mr. Castle, 940 Adams Avenue. Mr. Herman moved to accept the request, Mr. Ross seconded the motion. Motion lost (0-5). 4. A REQUEST FOR A DEDICATED NORTHBOUND RIGHT TURN LANE AT THE INTERSECTION OF WASHBURN STREET WITH STATE HIGHWAY 44. (CURRENT CONDITION: SHARED THROUGH-RIGHT LANE). Lt. Steve Weyers, Oshkosh Police Department, said the feedback he received from the team sergeants and officers was to not change the configuration. Mr. Kline said he lived in this area and he agreed with Lt. Weyers. Mr. Kline moved to accept the request, Mr. Herman seconded the motion. Motion lost (0-5). STAFF STATEMENTS 5. ANGLE PARKING ON BROAD STREET NORTH OF NEW YORK AVENUE. Mr. Strong said according to the ordinances, angle parking is not allowed on this street. This would be an enforcement issue with the Police Department. AGENDA ITEMS FOR THE NEXT MEETING None. There being no other business to come before the Traffic Review Advisory Board, and upon being duly moved and seconded (Seybold, Rumlow), the meeting adjourned at 4:35 p.m.
