HomeMy WebLinkAboutMinutesDOWNTOWN OSHKOSH BID BOARD MINUTES September 21, 2010 PRESENT: Megan Lang, David Hetzel, Todd Cummings, Jeff Jahnke, Melody Wollangk, Kurt Koeppler, Mike Russell EXCUSED: David Sparr, Sandy Prunty, Jim Stapel STAFF: Maureen Lasky, Jeffrey Nau OTHERS: Rob Kleman — OAEDC, Matt Kroening — Oshkosh Police Department I - CALL TO ORDER Vice Chair Megan Lang called the meeting to order and a quorum was declared present. II - MINUTES OF August 17, 2010 MEETING There was no discussion on this item. Kurt Koeppler moved for approval of the August 17 minutes as presented. Jeff Jahnke seconded the motion which passed unanimously. III — POLICING /TRAFFIC /PARKING ISSUES Sergeant Kroening reported that the Juggalos aided in the arrest of a suspect impersonating a FBI agent in the 400 block of N. Main Street. Overall crime /vandalism suspected by Juggalo activity has decreased in the downtown area over the last several months. 14 short-term parking stalls are being switched from permit parking stalls in the 400 Block East parking lot. The Pub Crawl is scheduled for October 16 which will require additional police presence. IV — MONTHLY FINANCIAL REPORT Megan Lang inquired about the $7,200 in General Advertising budget and asked if this fund will be used to fund the reopening of Main Street. BID Manager Lasky responded that it would. Michael Hetzel motioned for approval of the monthly financial report as presented. Melody Wollangk seconded the motion which passed unanimously. V - BID MANAGER AND SUBCOMMITTEE REPORTS - The September Health Fair took place on the weekend of the 18 & 19 - The Exclusive Company hosted a back to school promotion - The Halloween event will begin in October • The straw maze at Opera House Square will be much larger than last year. • Downtown businesses will be making scarecrows to be put on display along Main Street • The Halloween Event will take place on October 30 and will have many kid - friendly events. • Pumpkins will be available for kids to decorate. - The November Gallery Walk will host Rock the Block which will celebrate the reopening of Main Street. - The Holiday Tree Lighting Event will take place on November 11th. - Beautification o The BID has ordered many design elements for Main Street. There are still some issues to resolve with the City. The BID has met with several prospective clients to sponsor banners for North Main Street. DOWNTOWN OSHKOSH BID BOARD MINUTES September 21, 2010 VI — N. MAIN STREET CONSTRUCTION UPDATE The 200 block sidewalk will be constructed next week. The Irving Avenue intersection will be closed beginning September 27 for a week. Street marking painting will begin next week. VII — PARKING FINE VALIDATION PROGRAM This item was laid over until the October meeting. VIII — 2011 BUDGET Megan Lang presented the budget for 2011. Members of the board asked for more time to review the budget and requested that approval be laid over until the October meeting IX — SATURDAYS FARMERS MARKET Dennis and Carlene Leatherman gave a presentation regarding the need for the market to relocate from the City Hall parking lot in 2011 due to the reconstruction of Church Avenue. Mr. Leatherman outlined possible venues including Riverside Park, the County Courthouse parking lot, and the former Oshkosh B'Gosh parking lot (now Winnebago County Offices). He stated several conflicts and obstacles in regard to these sites and suggested to use the 300 and 400 blocks of North Main Street to host the market. The Board's consensus was that this is an excellent opportunity to promote the downtown and supports this move. Discussion followed that the BID should allocate advertising dollars to inform the public of the move to Main Street. X — NORTH MAIN STREET REOPENING EVENT This item was discussed under the BID Manager's report XI — IDENTIFICATION OF AGENDA ITEMS FOR SEPTEMBER 21 2010 MEETING • Parking Fine Validation Program • 2011 BID Budget • Main Street Construction Update • Winter Snow Removal • Main Street Reopening Event XII - ADJOURNMENT With there being no further business, Kurt Koeppler moved the meeting be adjourned.
