RE: Rental property 1194 Apple Court heating and AC system
The heating and AC system at your rental, 1194 Apple Court, Oshkosh, WI had a
plugged chimney and was not allowing the water heater or furnace to vent properly.
Also, the AC drain pan and drain line were plugged causing water to overflow onto the
furnace and cause rust stains on the furnace. The vent piping was replaced, chimney
cleaned out, drain pan and drain line cleaned to solve the problems.
As always, safety is a main concern of Gartman Mechanical. Service tech from GMS
checked the furnace for proper operation and also condition of furnace heat exchanger. A
CO test was taken after furnace was started which showed 0 parts per million of CO,
which is a safe condition although the furnace has rust stains is operating properly and
safety.
The maximum allowable concentration for continuous exposure in any eight hour period
according to federal law is 35 P.P.M. (0.00 35 %).
The main problem with the furnace rust stains was the AC drain being plugged for an
extended period.
The laundry and bathroom exhaust system was installed properly and is working at this
time.

Services at 1194 Apple Ct to seal the B -vent on the roof and flashing. Found the venting plugged from
water heater to the tee, half full pipes from the tee to the riser. Replaced all venting and 5" single wall in
joist space to 5" B -vent. Found drain in the evaporator coil plugged and the pan was full of water.
Cleaned out the drain line, checked carbon monoxide levels in the house and none was detected. Checked
the furnace, bath fans and dryer venting and system was operating correctly.

Notice of Findings
Carbon monoxide is a colorless, odorless, tasteless gas that is DEADLY. It is a byproduct of a
fuel- burning process. It can cause symptoms that mimic the flu and proceed to unconsciousness
and even death. Many appliances around the home are capable of producing carbon monoxide
when a faulty or unusual condition exists. Since the source may be transient in nature, the source
may not always be predictable.

WHAT DOES THIS REALY MEAN?
Our instruments did not detect elevated levels at the time. Check your carbon
monoxide detector per the manufacturer's recommendations. Call the manufacturer

10 ppm detector tube at your building. The tube will stain a dark color if carbon monoxide
is present. The normal tube color is yellow to white. If the stain goes beyond the 1

take extra precautions in the event that carbon monoxide was detected.

RE: Condemned Furnace, condemned hot water heater, rusted out vent pipes
TO: Joan Rogers, Owner and Leaser
This is to serve you notice (per State of WI law) that the rental unit I have legally leased from you is
uninhabitable. It's in the low 40's at night and I have no heat. As I DO pay all utilities, you are required by law
to have the furnace unit to at least be able to maintain 67 degrees in the house. I was advised by a
certified heating and a/c specialist to always keep a window cracked to avoid carbon monoxide poisoning - I
was also told the same thing by a licensed housing sub - contractor. You have been aware of the fact that it
was "raining in your fumace" for 4 week's now. You've been aware that there was a problem with rusted,
rotted out duct work as well. The venting problem also caused the hot water heater to also be condemned,
which you've known for a week. As it is now too cold to go without heat I am "putting you on notice ", per Wi.
law, that you have 3 days to correct the problems as stated above. I need the fumace and hot water heater up
and functional - the duct work has to be correct as well; high risk of carbon monoxide poisoning. Until this is
corrected the duplex unit I have legally leased from you is uninhabitable. I am forced to stay at motels now.

WHAT DOES THIS REALY MEAN?
Our instruments did not detect elevated levels at the time. Check your carbon
monoxide detector per the manufacturer's recommendations. Call the manufacturer
Less than for additional information (number may be on the back of unit). We have left a
10 ppm detector tube at your building. The tube will stain a dark color if carbon monoxide
is present. The normal tube color is yellow to white. If the stain goes beyond the 1
mark after one day, or goes beyond the 2 within seven days (indicates average of
25+ ppm), leave the building immediately and call 911.
We have detected a potentially dangerous level of carbon monoxide in your home.
10 or more We are recommending that you leave your home immediately. It is not safe until
ppm repairs are made and if necessary a replacement detector /sensor installed according
to the manufacturer's recommendation.
We have detected a potentially lethal level of carbon monoxide in your building.
100 ppm or Leave immediately! It is not safe until repairs are made or the source is found and
greater corrected. Have your sources of carbon monoxide examined and repaired by a
licenses contractor, or utility company representative.
Carbon monoxide affects individuals differently depending on the size and medical history of the
occupant. Therefore, families with young children or members with medical conditions should
take extra precautions in the event that carbon monoxide was detected.
