BILLS
Approval of bills presented by the Director of Finance.
CELEBRATION OF LIGHTS
Approval to the Celebration of Lights Steering Committee to utilize Menominee Park and
facilities from November 24, 2010, through the night of January 1, 2011, for their 9 th Annual
Celebration of Lights display, in accordance with the attached letter of request.
PINK PAW WAG'N WALK
Approval to The Ruff House to utilize Riverside Cemetery and the Wiouwash Trail on
Saturday, October 16, 2010, from 7:30 a.m. to 12:00 noon, for the first annual Pink Paw Wag
'N Walk, and to allow dogs on the trails during the event, in accordance with the attached map
and letter of request.
FALL FAMILY HARVEST PARTY
Approval to Faith Christian Center to close Melvin Avenue, from Bowen Street to Bong Court,
on Sunday, October 31, 2010, from 4:00 p.m. to 7:00 p.m., for their annual Fall Family Harvest
Party, in accordance with the attached letter of request.

Please accept this letter as a request for permission to use Menominee Park for the 2010 -2011 Celebration
of Lights. The event will run each evening beginning November 24, 2010 through the night of January 1,
2011.
The Celebration of Lights is a 501 (c) 3 tax exempt volunteer organization which has been managing the
show during the last eight years.
If needed, the Celebration Steering Committee is available to make a presentation to the Council about the
benefits of supporting the event. Those benefits include collecting over 58 tons of food during the eight
year run for the Oshkosh Food Pantries, while also making significant electrical improvements to the Park.
And a new tradition was added last year that collected over a thousand toys for Toys for Tots during two
community nights.
Planning and fundraising are well underway and we anticipate a strong year for Oshkosh's 9th Annual
Celebration of Lights. We want to provide special recognition and thanks to Ray Mauer for his interest and
support for Celebration, he has been a valuable asset to the committee.
With the City's continued support; along with sponsorship of multiple community groups and businesses,
and countless volunteer efforts, Oshkosh will continue to provide an affordable, family- orientated
celebration that has become an area Christmas tradition.
Thank you for your careful review of this request and we invite everyone at City Hall to come on out to
enjoy winter in the park.

Dear Mr. Rohloff:
The Ruff House is excited to be planning our first fund raiser which will benefit Mercy Oncology,
specifically local women fighting breast cancer. We have chosen October 16, 2010 starting at
7:30 a.m. and conclusion to be no later than noon. With our location of 2300 Algoma Blvd., we
believe the safest location for walkers to be across the street which would encompass Riverside
Cemetary and the Wiouwash Trail.
It is our understanding at the writing of this request that perhaps a special use permit is
warranted given the proposed route for the walkers. We understand this could be done as the
z• Oshkosh Area Humane Society did a similar event involving a city park. We also understand
the guidelines regarding the dogs being on leash, etc. if granted the permit and will certainly
make all registrants aware.
As this is our first event of this kind, we do not have expected numbers of pets and their people.
With the advertising that is currently underway as well as a more concentrated effort as the time
draws near, we believe we could expect 100+ (people). We will be erecting a 30'x 40' tent on
b; our premises to accommodate activities such as live music, registration tables, raffle table and
people in the event of poor weather. We will also have access to our facility for rest room usage
and vendors. We anticipate volunteers being located along the route. We would like to request
a few garbage disposals and can clarify the number as the route gets finalized.
I have attached the information that we have put together to send out to interested individuals
and businesses. If i have missed information that is important for this request please let me

This is a request for a block party permit for Sunday, Oct. 31 from 4 p.m. to 7 p.m. We are
having a Fall Family Harvest Party with a petting zoo, pony rides, police car, fire truck, food, etc.
It will be sponsored by the Faith Christian Center; the event is free and open to the entire
community.
We are asking to have the section of street blocked off from the corner of Melvin & Bowen,
west to Bong Court. I have talked to Jerry Brokeman from Advance Construction that is in
charge of the road construction on Melvin Street to make sure that everything will be finished
by then. He said that everything is almost finished now, so it would not be a problem for us to
hold our event on Oct. 31.
We have held this event for the past 7 years; as always I talk to the neighbors of our church
ahead of time to let them know about our event, and to make sure that they are fine about
everything.
