Rohloff, City Manager /�_� October 12, 2010 WAIVE BIDS FOR PURCHASE OF PORTABLE RADIOS The Oshkosh Police Department has received a $193,000 grant from the Justice Assistance Buffer Zone Protection Plan Program. This grant will allow the Police Department to upgrade their inventory of portable radios in anticipation of upcoming changes to the Winnebago County Communications Center system in 2013. The FoxComm Group (consisting of Winnebago, Outagamie and Calumet County agencies) have determined that the current radio system does not meet the 2013 FCC mandated - requirements, and would prefer to implement a new digital technology that will eliminate the dead spots and other issues that emergency personnel have had with loss of communication. The Police Department is seeking the Motorola APX7000 portable radio as it is a dual -band radio that is compatible with the current radio system and with any of the future digital system options being explored by the Winnebago County Sheriff's Office (WISO) and FoxComm. These same radios have also been purchased by WISO in anticipation of the system upgrades. WISO deputies and Oshkosh Police Department personnel have tested these radios and found them to meet the needs of law enforcement. The Motorola APX7000 radio is on state contract. In addition, Motorola offered a $400 /radio incentive discount that expired on October 2, 2010. By purchasing these radios under state contract, and utilizing the incentive discount offer, the grant provided for 65 APX7000 dual band radios at an approximate cost of $192,088. There were no city costs associated with this purchase. Section 12 -10 (D) (3) of the Municipal Code (purchases pursuant to a contract with any other local, state or federal governmental unit or agency), and Section 12 -10 (D) (1) of the Code (when standardization or compatibility is the overriding consideration), may be approved by the City Manager without the use of formal, sealed quotes. In accordance with 12 -10 (E) of the Code, I am hereby submitting this report regarding this purchase. Please advise me if you have any questions concerning this purchase. Rohloff, City Manager � ! — DATE: October 7, 2010 RE: Amend Agreement for Environmental Services for Various Concrete & Utility Projects - Third Local Street Program / AECOM AECOM was hired to perform environmental services related to the removal and disposal of contaminated soils /materials encountered during City Contract 10 -07, Northeast Side street reconstruction. During the construction additional areas of contaminated soil /materials were encountered. The additional services need to document disposal increased the work load beyond the original agreement amount. The additional work increased the agreement amount by $6,000. The total fee of the amended agreement is not to exceed $29,268.00. Funds for these services are available in the CIP under the local street reconstruction and utility sections. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including environmental services, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this contract award. Please advise me if you have any questions concerning this contract award. The additional services need to document disposal increased the work load beyond the original agreement amount. The additional work increased the agreement amount by $9,000. The total fee of the agreement is not to exceed $29,000.00. Funds for these services are available in the CIP under the Main Street project sections. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including environmental services, may be approved by the City Manager without the use of formal, sealed quotes.
