Director of Planning Services DATE: October 5, 2010 RE: Approve Street Name of "Walter Court" for Newly Constructed Cul -de -Sac, North of the Walter Street /West Fernau Avenue Intersection (Plan Commission Recommends Approval) BACKGROUND The Wisconsin Department of Transportation is reconstructing U.S. Highway 41 through the City of Oshkosh which involves the reconstruction of the Highway 41 and 45 interchange to provide a safer and higher capacity corridor. The resulting changes to the existing roadways in the area of U.S. Highway 41, Algoma Boulevard (U.S. Highway 45), Femau Avenue and Walter Street (formerly Snell Road), required the construction of a cul -de -sac off Walter Street to provide access to four parcels that formerly had access to Algoma Boulevard but has since been removed. ANALYSIS The location of the new cul -de -sac is towards the southern end of Walter Street on the southwesterly side approximately 300 feet northwest of the Fernau Avenue intersection. The aforementioned parcels that previously had access off of Algoma Boulevard will now have their accesses relocated to this cul- de -sac. The proposed name for the new cul -de -sac is Walter Court which was chosen to coordinate with Walter Street. By naming the cul -de -sac after the through street, the public and emergency /city services can locate these small streets easier. The Oshkosh Police, Fire, and Transit Departments as well as the Department of Public Works have reviewed the proposed name and have not identified any concerns. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission recommended approval of the street naming of Walter Court at its October 5, 2010 meeting. Approved, 'Wo � 0.� � City Manager ITEM: STREET NAMING — WALTER COURT Plan Commission meeting of October 5, 2010 GENERAL INFORMATION Petitioner: City Administration Action(s) Requested: This is a street naming in association with improvements to the U.S. 41 and 45 interchange. A new street was constructed to provide access for properties formerly having access to Algoma Boulevard which has since been removed. RECOMMENDATION /CONDITIONS Staff recommends approval of the new street name Walter Court as requested. The Plan Commission approved of the new street name Walter Court as requested. The following is the Plan Commission's discussion on this item. Mr. Nau presented the item and reviewed the site and surrounding area. He explained that with the resulting changes to the existing roadways in the area, Snell Road had been renamed to Walter Street and four properties that previously had access onto Algoma Boulevard have had their access eliminated. A cul -de -sac was constructed off of Walter Street to provide access to the four aforementioned parcels with the proposed name of Walter Court, which was chosen to coordinate with Walter Street. The Oshkosh Police, Fire and Transit Departments as well as the Department of Public Works have reviewed the proposed name and have not addressed any concerns. Mr. Vajgrt arrived at 4:05 pm. There was no discussion on this item. Motion by Thoms to approve the new street name of Walter Court as requested. Seconded by Borsuk. Motion carried 9 -0. St Name — Walter Ct Re: Proposed Street Name, Walter Court The Wisconsin Department of Transportation (DOT) is reconstructing USH 41 through the City of Oshkosh. As part of this project the USH 45 and USH 41 interchange is being reconstructed to provide a safer and higher capacity corridor. The resulting changes to the existing roadways in the area of USH 41, Algoma Boulevard (USH 45), Fernau Avenue and Walter Street (former Snell Road) required the construction of a cull -de -sac off Walter Street to provide access to four adjacent parcels. These parcels previously had access onto Algoma Boulevard. The DOT has removed these access points and constructed the cull -de -sac to serve these properties. The proposed name of the cull -de- sac is Walter Court. The enclosed map shows the realigned roadways in the area and the location of the new cull -de -sac. The name of Walter Court was chosen to coordinate with Walter Street. By naming the cull -de -sac after the through street the public and emergencies services can locate these small streets easier.
