HomeMy WebLinkAboutMemo TO: City of Oshkosh Redevelopment Authority FROM: Allen Davis, Community Development Director DATE: September 29,2010 SUBJECT: October 4,2010 Agenda Items Resolution 10-19 Award Partial Bid to Radtke Contractors for Marion Road Riverwalk Improvements, East Leg ($745,440.90) BACKGROUND The Redevelopment Authority (RDA) owns the property for the Marion Road Riverwalk and has let the bid for the base construction around The Rivers -the west leg of the riverwalk. The City is required to construct the west leg of the riverwalk in conjunction with the private development per the Development Agreement. The RDA let the bid for the base bid for the west leg of $696,403.45 at their August meeting. While developing the bid specs, staff also asked for alternate bids for possible additional work on the east leg of the Marion Road Riverwalk. Alternate 1 is for extending utilities for leased docks -not recommended. Alternate 2 is for crushing on-site bedding material -recommended. Alternate 3 is for east leg base construction -dredging, revetment, base course -recommended. Alternate 4 is for east leg finishing including paving, lighting and fire hydrant utilities and landscaping -not recommended. The total bid for Alternates 2 and 3 is $745,440.90. The bid has been extended 30 days to October 27,2010. ANALYSIS The City has already obtained the following grants for the project: • $200,000 for remediation under the west leg. • $200,000 for remediation under the east leg. • $325,000 for docks along Marion Road riverfront. The Riverside Park riverwalk project is projected to finish under budget by about $367,100. Those funds have been re-appropriated to the Marion Road Riverwalk. Project Timing -Both $200,000 remediation grants must be used by September 1,2011. The $325,000 docks grant must be used in 2011 and 2012. The City is also responsible for the riverwalk lights, benches and tipping fees and contingencies for the west leg of the project, estimated to be $567,100. The City's responsibility for the tipping fees and contingencies on the east leg is estimated to be $675,300. The Total Cost to finish the West leg and construct the base of the East leg is estimated to $2,684,300. The City will be required to construct the east leg of the riverwalk when the private development takes place. The bids received are good and would avoid additional expense to City if the City would have to rebid the project at a future date. Sources and Uses Sources RDA Grants Riverside Previously Borrowed City Total Uses FISCAL IMPACT The City Council approved the re-allocation of $367, 100 in savings from the Riverside Park riverwalk to the Marion Road West Leg. The City Council also authorized the funding for the Marion Road East Leg base construction of $1,420,800. Future City obligations to be included in the 2011 Capital Improvement Program are: • Finishing the east leg paving, utilities and landscaping estimated to be $812,000. • The cost of the docks not covered by the grant is estimated to be about $1,075,000. The City has also applied for another grant through WisDOT Transportation Enhancements to finish the Marion Road riverwalk east leg and the entire riverwalk from Jackson Street to Main Street. WisDOT will not be awarding the grants until November, 2010 at the earliest. RECOMMENDATION The RDA awards the bid for Alternate 2 ($24,570.00) and Alternate 3 ($720,870.90) to Radtke Contractors for a total of $745,440.90. Resolution 10-20 Approve Submittal of Department of Natural Resources Site Assessment Grant 137 North Campbell Road The WisDNR grant program funds demolition and environmental remediation for sites prior to redevelopment. The site is the former Oshkosh Area School District facilities management and maintenance property. The City would like to demolish the building prior to redeveloping the site. The possible WisDNR grant award would be in 2011 for the planned demolition and possible remediation. RECOMMENDATION The RDA approves the submittal of the WisDNR Site Assessment Grant for the 137 N. Campbell Road. Resolution 10-21 Approve Change Order #1/Tom Van Handel Corporation, Demolition of 669 Jefferson Street (+7,510.00) The RDA purchased 669 Jefferson Street as a blighted property earlier in 2010. The structure should be demolished to improve the neighborhood appearance and prepare the site for future redevelopment. The VanHandel Corporation was awarded a contract to demolish multiple buildings in the South Shore Redevelopment Area earlier this year. The proposed Change Order #1 would add the 669 Jefferson Street project to their demolition list this fall. RECOMMENDATION The RDA approves the Change Order #1 to Tom Van Handel Corporation for the demolition of669 Jefferson Street for $7,510.00. Resolution 10-22 Approve Change Order #1 /Radtke Contractors -MarionlPearl Redevelopment Area Parcel H (+$98,908.39) BACKGROUND The RDA awarded the site remediation and preparation bid to Radtke Contractors of $984,057.78 in October, 2009. The funding for the project was split between the EPA and Dept. of Commerce remediation grants, the developer and the RDA. During the site preparation and construction on the site, underground conditions warranted additional work on the site. In addition, the City required additional site improvements along the Jackson Street frontage and the developer requested additional work in preparation of full development of Parcel H. As AECOM indicates in in their memo attached, the $98,908.39 in added project costs will be split between RDA funds, remediation grants and the developer. While Change Order #1 is for a total of$98,908.39, the cost to the RDA is $22,711.17. The funds for the RDA share are in the RDA escrow account for the project. RECOMMENDATION The RDA approves Change Order #1 for Radtke Contractors for the Marion/Pearl Redevelopment Area Parcel H Development for $98,908.39.
