Special Meeting Redevelopment Authority of the City of Oshkosh Minutes August 23,2010 PRESENT: Steve Hintz, Ben Schneider, Archie Starn, Deb Allison-Aasby, Thomas Belter EXCUSED: John
Bermingham, Paul Esslinger STAFF: Allen Davis, Director of Community Development; Darlene Brandt, Recording Secretary Chairman Belter called the meeting to order at 3:00 pm. Roll call
was taken and a quorum declared present. The minutes of June 21, 2010 and July 21, 2010 were approved as distributed (Starn/Schneider). The 2008/2009 Audit prepared by Schenck & Associates
was approved. (Schneider/Starn) Introduce New Commissioner Chairman Belter introduced and welcomed new Commissioner Deb Allison-Aasby. Res. 10-18 Award Partial Bid to Radtke Contractors
for Marion Road Riverwalk Improvements Mr. Davis explained the Marion Road riverwalk project and how, when fully developed, it will tie in with the State WIOUW ASH Trail. The entire
riverwalk from Wisconsin Street to Jackson Street was bid out. At this time, the RDA is being asked to approve that portion of the bid to complete the riverwalk along 'The Rivers' development,
which is part of the redevelopment agreement with Oshkosh River Development, along with the main entrance to the riverwalk from Marion Road to the river front in the amount of $696,403.45.
Discussion ensued on the remaining sections of riverwalk on the north side of the river and the timeframe. Mr. Davis noted he would be requesting Capital Improvement Program funds for
2011 and 2012. Motion by Starn to move Res. 10-18. Seconded by Hintz. Motion carried. Executive Director Announcements/StatementslDiscussion Mr. Davis gave an update on the Marion Road
redevelopment projects. It was the consensus to complete the riverwalk improvements on the north side of the river as soon as possible. There being no further business, the meeting adjourned

REDEVELOPMENT AUTHORITY OF THE CITY OF OSHKOSH OCTOBER 4, 2010 10-19 RESOLUTION (CARRIED LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD PARTIAL BID TO RADTKE CONTRACTORS FOR MARION ROAD RIVERWALK
IMPROVEMENTS, EAST LEG ($745,440.90) WHEREAS, the Redevelopment Authority has heretofore advertised for bids for construction of a bike and pedestrian riverwalk along Marion Road, between
Wisconsin Street and Jackson Street; and WHEREAS, the Redevelopment Authority previously approved the bid from Radtke Contractors for the base bid (west leg) of the Marion Road riverwalk
project; and WHEREAS, upon the opening and tabulation of bids, and based on funding availability, it appears that the following partial bids for Alternates 2 and 3 are the most advantageous
bids: RADTKE CONTRACTORS 6408 Cross Road Winneconne, WI 54986 TOTAL BID: $745,440.90 NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that said partial

I BROWNFIELD SITE ASSESSMENT GRANT -137 NORTH CAMPBELL ROAD WHEREAS, the City of Oshkosh Redevelopment Authority recognizes that the remediation and redevelopment of brownfields is an
important part of protecting Wisconsin's resources; and WHEREAS, in this action, the Redevelopment Authority has declared its intent to complete the Brownfield Site Assessment Grant
(SAG) activities described in the application if awarded funds; and WHEREAS, the Redevelopment Authority will maintain records documenting all expenditures made during the Brownfield
Site Assessment Grant period; and WHEREAS, the Redevelopment Authority and the City of Oshkosh will allow employees from the Department of Natural Resources access to inspect the grant
site or facility and grant records; and WHEREAS, the Redevelopment Authority will submit a final report to the Department of Natural Resources which will accompany the final payment
request. NOW, THEREFORE, BE IT RESOLVED by the Redevelopment Authority of the City of Oshkosh that the Authority hereby requests funds and assistance available from the Wisconsin Department
of Natural Resources under the Brownfield Site Assessment Grant program. BE IT FURTHER RESOLVED that the Authority hereby authorizes AECOM Environmental to act on behalf of the Authority
to submit an application to the Wisconsin Department of Natural Resources for financial aid for Brownfield Site Assessment Grant purposes and to take necessary action to undertake, direct
and complete approved grant activities. BE IT FURTHER RESOLVED, that if said grant funds are awarded, the proper Authority officials are hereby authorized and directed to accept said
funds, pursuant to the terms of the grant application, and to execute any and all documents necessary for purposes of same.

for Approval Change Order Number 1, Marion/Pearl Phase II Site Development From Paul F. Timm, Senior Consultant Date August 11, 2010 AECOM has been involved with this project providing
design, bidding assistance, and construction management services. Radtke Contractors, Inc. was awarded the project and has been completing the project in a very professional manner.
Radtke's level of effort and quality of work has been exemplary during this project. Some changes in site design were required to accommodate encounter site conditions that were unknown
during the design and bidding phase of the project. The City of Oshkosh also added site improvements along Jackson Street. In addition, the site developer requested work be completed
that was not anticipated in the original bidding documents. Attached is a summary of bid items that increased or decreased as a result of these changes. The final costs were reviewed
by AECOM, City Staff, and the Site Developer. AECOM recommends approval of this change order. All costs appear to be consistent with unit rates provided in the contract or based on industry
standards. We anticipate costs related to this change order are to be financed by City/RDA-$22,711.17, Grants awarded to the City-$10,945.68 and Developer-$65,251.54 Sincerely yours,
