Rohloff, City Manager DATE: September 23, 2010 RE: Amendment to Agreement for Engineering Services for Reconstruction of Washburn Street from STH 26 to Ripple Ave / Strand Associates Engineering staff previously hired Strand Associates of Madison, WI to prepare plans for the reconstruction of Washburn Street from Ripple Ave to STH 26. During the design it was discovered the existing box culvert crossing Washburn St did not extend far enough west to allow for widening of the roadway. The wider roadway section will provide a paved area for use by bicycles and pedestrians. The additional engineering work required to design the box culvert extension resulted in a contract increase. The new contract amount is $92,775.38. Section 12- 10(D)(5) of the Municipal Code provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In accordance with 12 -10(E) of the Code, I am hereby submitting this report regarding this contract award. Rohloff, City Manager RE: Water Filtration Plant Chlorine and Ammonia Chemical Feed System Replacement Phase 1 Distribution System Disinfection BACKGROUND The water filtration plant uses chlorine and ammonia to create chloramine for the disinfection process. This system is used in two plant process. One system provides chloramine to the intakes for zebra mussel control, and the other provides the required disinfection for the treated water entering the water distribution system. As you are aware this system has been experiencing periodic feed problems that have affected the distribution system disinfection and nearly resulted in a boil water order earlier this year. These issues have been resolved in the short term, but the long term reliability of this system is being affected by its age and, more critically, availability of parts and service. The current system equipment was manufactured by Fisher and Porter which has gone through three ownership changes since it was installed in 1999. This has contributed to the difficulty of getting part and service for repairs. Meanwhile, the wastewater treatment plant upgraded their Wallace and Tiernan chlorine feed system one year ago. The new system has shown excellent performance, and parts and service are readily available from their equipment supplier, Energenecs. Energencs was contacted about their ability to supply replacement feed equipment manufactured by Wallace and Tiernan for the Water Filtration Plant. They indicated that the chlorine feed equipment would be the same as the wastewater treatment plant and an ammonia feed system is also available. Based upon this opportunity to standardize equipment between the two facilities, and due to problems with the Fisher and Porter equipment, a quote for new equipment was requested from Energenecs. ANALYSIS Phase 1 is for the replacement of the water distribution side of the system which are the most critical. Phase 2 would replace the intake chemical feed system which will be scheduled for 2011. The quotes received from Energenecs for the distribution disinfection side are $37,214.00 fro the chlorine feed system and $66,295.00 for the ammonia feed system. This equipment has a 12 to 14 week delivery time once it has been ordered. Bids will be solicited for the installation of this equipment. CH2MHil1 has prepared bidding documents for this project so it can be bid concurrently with the equipment purchase. Standardization with the wastewater plant on the Wallace and Tiernan Equipment will allow the utility to reduce parts inventory and service costs. A direct purchase will provide savings on contractor mark up and taxes. FISCAL IMPACT Funding for the equipment purchase will come from the 2010 operating fund. Phase 2 Equipment Replacement and installation will be included in the 2011 Capital Improvements Program.
