City of Oshkosh Winnebago County FOR: Petition for Variance IBC 716.3.2.1(P) The submittal described above has been reviewed for equivalency to applicable Wisconsin Administrative Codes and compliance with Wisconsin Statutes. The submittal has been CONDITIONALLY APPROVED. The owner, as defined in section 101.01(10), Wisconsin Statutes, is responsible for compliance with all conditions of this petition approval and other applicable code requirements. Plan submittal and approval to the department or its agent may be necessary prior to construction undertaken per this petition. This petition approval may be affected if applicable codes are revised prior to plan submittal for any necessary construction work. The code section petitioned requires smoke dampers to be closed upon activation of a listed smoke detector in accordance with one of five allowable methods described. The variance requested is provide one duct mounted smoke detector per air handling system located in the discharge supply air ductwork downstream of the supply fan ahead of any branch duct connection. The intent of the code section petitioned is to close smoke dampers if smoke is present to prevent transfer of smoke to other areas of the building. The petitioner submitted the SB -9890 application form including 3 additional pages of supporting documents. Reviewer's Comments: • The building is five stories and a basement containing an R -2 occupancy residence hall located on the University;Of Wisconsin - Oshkosh campus. The building is type IIIA construction and is fully sprinkled with a NFPA type 13 automatic sprinkler system. • There are four air handling units on the project. • Air handler supply and return serves only the floor where it is located. • Air handler 2 has limited combination dampers on the supply /return side of the duct. • ERU -1 and ERU -2 operate identically and have approximately 114 combination dampers on the supply side of the unit. The dampers are located in 16 vertical shafts with a damper on each floor of the building. • The fire /smoke dampers in the supply and return air ducts are located where they pierce the floors to serve the floor above. There is a duct smoke detector at the air handling unit in the supply air ducts which if activated stop the fans and close the dampers. In addition, there is a smoke detector at each return air fire /smoke damper which if activated stop the fans and close the dampers. RICHARD DANNHAUSEN Page 2 8/13/2010 • The only potential source of smoke in the supply ductwork originates at the air handling unit. There is no other path for smoke to enter the ductwork. • If smoke originates in the building and enters the return ductwork it will activate the detector at the damper or at the air unit return. Activation of the detector stops the fans and closes all dampers to prevent smoke migration. • Locating one smoke detector in the discharge supply ductwork downstream of the supply fan ahead of any branch duct connection as recommended by NFPA 90A 6.4.2.1 will provide complete smoke detection for the entire air supply system. Additional local duct mounted smoke detectors adjacent to the supply air smoke dampers would be redundant and not needed. • The combination smoke /fire dampers are interlocked to the operation of the fan/AHU. When the fan/AHU is operating the dampers are open. When the fan is off, for any reason, the dampers are closed. It is intended that the air units and ERU's operate continuously as the building is always occupied. • Upon detection of smoke in the supply air stream, power to AHU -1 and AHU -2 supply fans are cut, the fans stop and all combination smoke dampers close. The associated return fans also stop and the associated combination smoke /fire dampers close. • Smoke detectors will be installed at the combination smoke /fire dampers on the return fan side since smoke can originate can originate at any return diffuser. • Upon detection of smoke in the supply air stream, power to ERU -1 and ERU -2 supply fans are cut, the fans stop and the, combination smoke /fire dampers close. The exhaust system will continue to operate on normal or emergency power to expel smoke from the building. Fire department manual kill switches adjacent to their lock box allows for the override of all systems to kill power, stop all fans, and close all combination smoke /fire dampers. These unit are supplied by two sources of power. Normal power systems serve the supply fan and controls and normal/emergency power systems serve the exhaust fans and its controls. • The City Of Oshkosh Fire Department position statement recommends approval. Departmental Action: CONDITIONAL APPROVAL Reviewer's Conditions of Approval: • Municipal Building Official; Please forward a copy of this letter to the official in charge of conducting fire department inspections in your municipality. • Based on the precedent established by previous petitions, this petition for variance is being processed as permitted by Wisconsin Statue s. ,101.02(6)(g), and Comm 3. • The exhaust fan shall be supplied with two sources of power. Primary power shall be the normal building power and the secondary power shall be from an approved standby source in accordance with Section 909.11. ; All of the petitioner's statements of fact or intent included on the variance application form, any other documents submitted to the Department, as well as any other conditions of approval listed below, shall be carried out. Any recommended conditions of approval by the fire depaitnment and/or municipal building inspection department listed above shall also be carried out unless otherwise stated below. This variance is specific to the subject code section(s) petitioned and the building or object as it will exist following completion of the current construction project and shall not be used for any `additional or future modifications, additions, or alterations to the subject building or object.. This decision will become final unless the department within 30 days from the date of this letter receives a written request for a hearing. A request for hearing should be sent to the address shown on this letterhead. A copy of this letter must be included with the request for a hearing.
