PURPOSE: APPROVAL OF PARKING REGULATIONS CHANGE ON
FRANKFORT STREET
INITIATED BY: TRANSPORTATION DEPARTMENT
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27-
23(A -11) OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
FRANKFORT STREET
Add Thereto Angle parking, east side, from 330 feet south of Harney
Avenue to 300 feet north of Bay Shore Drive.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #10 -292 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -8), 27- 23(A -10), 27- 23(A -11), 27 -49(B) AND 27 -50 OF
THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON
DESIGNATED STREETS AND ALLEYS) on September 14, 2010. The ordinance
changes parking regulations on Frankfort Street.

RE: Explanation of Traffic Regulations Ordinance Changes
SECTION 1 • SECTION 27- 230 -11) — PARKING REGULATIONS
A REQUEST FOR ANGLED PARKING ON THE EAST SIDE OF FRANKFORT STREET FROM
330 FEET SOUTH OF HARNEY AVENUE TO 300 FEET NORTH OF BAY SHORE DRIVE.
(CURRENT CONDITION: UNRESTRICTED PARKING.)
This is a Department of Public Works request.
Frankfort Street is being reconstructed this year. The project extends past an existing gravel
parking lot which is a part of Stevens Park. As a part of the reconstruction project, this parking
lot is being eliminated, in favor of a design which includes a bay for angle parking on the east
side of the street.
Angled parking allows for increased density of spaces: the current parking lot capacity is six
spaces, while the new parking area will include 12 angled spaces, one of which is designated as
an accessible space. Angled parking is not necessarily preferred on streets with higher traffic
volumes due to safety concerns. However, I do not believe that traffic volumes on this street
would impact the safety of the angled parking.
This request would not change the fact that parking is permitted on both sides of Frankfort Street
in this area, therefore I believe this request would have negligible impact on residents. However,
it is necessary to enact an ordinance change whenever angle parking is introduced on a street.
