PURPOSE: APPROVAL OF CHANGES IN SHORT -TERM AND PERMIT
PARKING IN THE JEFFERSON (400 BLOCK EAST) MUNICIPAL
PARKING LOT
INITIATED BY: PARKING UTILITY COMMISSION
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS AND PERMIT
PARKING AREAS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -11) of the Oshkosh Municipal Code pertaining
to parking regulations on designated streets and alleys is hereby amended as follows
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
JEFFERSON LOT
Remove Therefrom 2 -hour parking, between the hours of 9:00 a.m. and
6:00 p.m. daily, except on Sundays and holidays, for
the portion of the lot west of the pedestrian mall, the
northern and southern rows of stalls, and the eastern
row of stalls next to the western driving aisle.
Add Thereto 2 -hour parking, between the hours of 9:00 a.m. and
6:00 p.m. daily, except on Sundays and holidays, for
the portion of the lot west of the pedestrian mall, the
northern and southern rows of stalls, the eastern row of
stalls next to the western driving aisle, and the western
row of stalls next to the eastern driving aisle and south
of the northernmost driveway.
SECTION 2. That Section 27 -48 of the Oshkosh Municipal Code pertaining to
permit parking is hereby amended as follows:
(A) City -Owned Parking Lots
Remove Therefrom (3) Jefferson Lot, the north -south row of stalls on the
western side of the eastern driving aisle and the

stalls between and including the fifth northernmost
and seventh southernmost stalls on the perimeter
of the lot bordering Jefferson Street. The remaining
stalls on the perimeter of the lot bordering Jefferson
Street are reserved.
Add Thereto (3) Jefferson Lot, the north -south row of stalls on the
western side of the eastern driving aisle, north of
the northernmost driveway; and the stalls between
and including the fifth northernmost and seventh
southernmost stalls on the perimeter of the lot
bordering Jefferson Street. The remaining stalls on
the perimeter of the lot bordering Jefferson Street
are reserved.
SECTION 3. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 4. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #10 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -11) AND 27 -48 OF THE OSHKOSH MUNICIPAL CODE
PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND
ALLEYS AND PERMIT PARKING AREAS), on September 28, 2010. The ordinance
changes some spaces in the Jefferson (400 Block East) parking lot from permit parking
to 2 -hour parking.

RE: APPROVAL OF CHANGES IN SHORT -TERM AND PERMIT PARKING
IN THE JEFFERSON (400 BLOCK EAST) MUNICIPAL PARKING LOT
The reconstructed Jefferson (400 Block East) parking lot has been open since late 2009. While
the lot has been well- received, there have been numerous complaints about a lack of short-term
parking in the lot. I believe the undersupply centers on three issues.
A reduction in the supply of short-term parking spaces The new lot reduced the total
number of spaces compared to the old lot. As shown in the following table, this meant a
reduction in both permit parking spaces as well as free, short-term spaces.

• An increase in demand for short-term parking spaces The closure of Main Street for
reconstruction eliminated a number of on- street spaces which make up a vital part of the
downtown parking inventory. People who used these spaces are now relying on other
parking options, including this lot. Much of this inventory will be restored when Main
Street re -opens later this fall.
• An increase in the length of free parking allowed in the short-term parking spaces Last
year, the Common Council approved, following a positive recommendation from the
Parking Utility Commission, lengthening the free parking duration in the lot from 90
minutes to 2 hours. It was argued that this would be more accommodating to customers of
certain types of businesses. One concern with this is that increasing the duration of free

parking decreases the rate at which spaces are being turned over. It may be that this
phenomenon is contributing to the difficulty some are having in finding places to park.
This topic was presented for discussion at the September 8, 2010 Parking Utility Commission.
Meeting notices were sent to property owners on the eastern side of the 400 Block of Main
Street, since these properties, with their employees, customers and residents, are likely
responsible for the majority of usage of this parking lot. Several property owners and tenants
attended the meeting and provide input to the Commission.
There was a general concern that there is inadequate short-term parking in the lot. Even after
Main Street is open, it was felt that there would not be sufficient short-term parking to
accommodate the businesses that have been moving into this area of Main Street. The State
Street lot, located southeast of the 400 Block East parking lot, has sufficient permit parking that
it could accommodate permit parking users who are not able to find spaces in the 400 Block East
lot.
To help with this short-term parking need, the Commission voted 5 -0 to recommend converting
15 permit parking spaces to short-term parking. In the attached map, this ordinance would
convert spaces 77 through 91 from permit parking to free, 2 -hour parking. If the ordinance is
approved, this change will leave the following allocation of spaces in the parking lot:
