TRAFFIC REVIEW ADVISORY BOARD MINUTES
August 10, 2010
4:00 P.M.
PRESENT: Steve Herman, Gary Ross, Dennis Rumlow, Don Seybold and Timothy
Schuster
ABSENT: James Kaprelian and Stan Kline
STAFF: Christopher Strong, Transportation Director
CALL TO ORDER
Board member Herman called the meeting to order at 4:00 p.m.
APPROVAL OF MINUTES
Mr. Schuster moved to accept the July 13, 2010 minutes. Mr. Seybold seconded the
motion. Motion carried (5-0).
NEW BUSINESS
1. A REQUEST FOR ANGLE PARKING ON THE EAST SIDE OF FRANKFORT STREET
FROM 330 FEET SOUTH OF HARNEY AVENUE TO 300 FEET NORTH OF BAY SHORE
DRIVE (CURRENT CONDITION: UNRESTRICTED PARKING).
Mr. Ray Maurer, Parks Director, gave a brief explanation of the reconstruction project.
Ms. Heather Bazata, 53 Frankfort Street, was concerned about safety issues due to angle
parking. She noted the park is gaining in popularity. She was concerned that the additional
parking would increase late night gatherings.
The Board voted to approve this request (5-0).
2. A REQUEST FOR 15-MINUTE PARKING ON THE WEST SIDE OF ELMWOOD AVENUE
FROM 55 FEET NORTH OF AMHERST AVENUE TO 145 FEET NORTH OF AMHERST
AVENUE. (CURRENT CONDITION: NO PARKING).
Mr. Strong explained the reasoning behind this request. He noted that this would go into
effect only once the new residence hall was constructed.
Mr. Seybold moved to accept the request, Mr. Schuster seconded the motion. Motion
carried (5-0).
DISCUSSION ITEM
Mr. Rumlow questioned if there was any accident data on the roundabout on Jackson Street
and Murdock Avenue.

Sergeant Steve Weyers was aware of one accident in the last month. Mr. Herman asked if
any citations had been issued. Sergeant Weyers said he was aware of one citation being
issued as a result of a crash and warnings have been issued. Mr. Rumlow asked if radar
would be used because of the 15 mph speed limit. Sergeant Weyers said it is a unique spot
for using radar and he noted that speed tubes had been placed collecting speed data. Mr.
Schuster thought the 15 mph speed limit was just advisory. Mr. Strong replied that was
correct.
STAFF STATEMENTS
3. STATUS OF THE BICYCLE/PEDESTRIAN PLAN.
Mr. Strong provides an update on the plan’s progress. It was the consensus of the Board
they would like a copy of the draft plan before it is finalized.

Mr. Strong said he is in the process of getting traffic counts at Oregon Street and 20Avenue
so as to change the traffic signal timing.
The flash colors have been changed to all red at the intersections of Oregon Street & South
Park Avenue and Main Street and Murdock Avenue.
AGENDA ITEMS FOR THE NEXT MEETING
Mr. Seybold noted that Broad Street from Nevada Avenue to New York Avenue is scheduled
for asphalt overlay this fall. He noted that adjacent to the old Bucky’s market building, which
is now is an office building, vehicles either angle park or parallel park on the street. He would
like to see the angle parking removed.
There being no other business to come before the Traffic Review Advisory Board, and
upon being duly moved and seconded (Herman, Schuster), meeting adjourned at 4:30
p.m.
