BE IT RESOLVED by the Common Council for the City of Oshkosh that the proper
City officials are hereby authorized and directed to approve a grant agreement with U.S.
Department of Homeland Security (DHS) Buffer Zone Protection Program (BZPP), Office of
Justice Assistance Grant in the amount of $193,872.00, to be used for specific categories
of equipment that will enhance the ability to manage critical incidents, to prevent and
protect against attacks on critical infrastructure and key resources.
BE IT FURTHER RESOLVED that the grant money be used to purchase
approximately 61 dual channel digital portable radios that are fully interoperable.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to execute any and all documents required by the U.S. Department of
Homeland Security (DHS) Buffer Zone Protection Program, Office of Justice Assistance for
the purposes of same, and are further authorized and directed, to accept such funds
pursuant to the terms of the grant application, and to purchase the above - described radio
equipment.

U.S. Department of Homeland Security (DHS) Buffer Zone Protection
Program, Office of Justice Assistance Grant
BACKGROUND
The Oshkosh Police Department has been notified that we are approved to receive an
Office of Justice Assistance grant through the U.S. Department of Homeland Security
(DHS), Buffer Zone Protection Program (BZPP) in the amount of $193,872. The City of
Oshkosh is one of two communities or governmental entities in Wisconsin selected to
receive a DHS grant. The grant specifies categories of equipment that are authorized for
purchase that will enhance the ability to manage critical incidents. The equipment must
be purchased by December 31, 2010.
ANALYSIS
The Buffer Zone Protection Program grant award provides funds to build capabilities at
the local level to prevent and protect against attacks on critical infrastructure and key
resources. Some locations in the City of Oshkosh are designated as critical infrastructure
within the Buffer Zone Protection Program.
The Oshkosh Police Department has identified that many of our analog type portable
radios have a diminished capability to effectively communicate inside manufacturing
type facilities, which could negatively impact our ability to successfully and safely
resolve critical incidents at such facilities. In addition, many of our portable radios are
not capable of receiving a digital narrow band frequency that will be mandated by the
federal government as of January 1, 2013. A digital radio has greater signal penetration
capability into buildings. Currently, many of our portable radios worn by officers outside
their squad cars are not fully interoperable with the radio frequencies of other agencies
thereby reducing our ability to communicate with assisting agencies during a critical
incident.
Consequently, we are requesting to purchase approximately sixty -one (61) dual channel
digital portable radios that are fully interoperable, and that are an authorized equipment
purchase according to the requirements of this grant.
The Mission of the Oshkosh Police Department is to promote public safety and to enhance the
quality of life in our community through innovative policing and community partnerships
Interoperable and digital compliant portable radios will enhance officer safety and build
the capabilities of the Oshkosh Police Department to more effectively communicate and
manage critical incidents. The radios will also enable the Oshkosh Police Department to
operate within our daily operations through the Winnebago County Communications
Center in the current and future radio system infrastructure, while being interoperable
with the State of Wisconsin Police Emergency Response System (WISPERN) and the
Mutual Aid Response Channel (MARC).
FISCAL IMPACT
The amount of the grant allocation to the Oshkosh Police Department is $193,872. City
matching funds are not required and no budget money will be used for the purchase of the
approved equipment.
SUMMARY
I am requesting Common Council approval to accept the grant funds, and to purchase the
portable radios as indicated. As stated, the portable radios will help us meet the federal
narrow banding and digital frequency mandate, and ensure interoperability of our radio
communications during a critical incident.
