expansion of the existing ground sign at 1600 South Koeller Street is hereby approved

BACKGROUND
Habitat for Humanity of Oshkosh is proposing to open a Habitat ReStore and move their affiliate
offices to the former Ben Franklin Crafts store located at 1640 S. Koeller Street. Although the site
does have a S. Koeller Street address, the property does not have any right -of -way frontage on Koeller
Street. The property fronts on Osborn Avenue setback approximately 210 feet from S. Koeller Street
and has limited visibility due to the shopping center located at 1684 -1694 S. Koeller Street.
ANALYSIS
The petitioner is requesting development site approval for off - premise signage to be co- located with
the existing two -pole pylon sign located at the WG &R property (1600 S. Koeller Street). The sign
currently has faces for WG &R and the Basic Bookstore and is located at what could be considered the
main entrance to the three existing structures off S. Koeller Street. The existing sign with the proposed
addition would increase the total size to 1,296 square feet where 1,600 square feet is allowed by code.
The additional cabinet space will not reduce ground clearance as the existing cabinets will be
condensed to fit within the existing sign area and will not interfere with traffic vision or negatively
impact the commercial neighboring properties. Historically, the City has promoted the use of multi -
tenant signage as they reduce the clutter of numerous signs along corridors.

The applicant is requesting a development plan review and approval to allow signage on an
existing off - premise two -pole pylon sign.
Applicable Ordinance Provisions:
The Zoning Ordinance establishes criteria and guidelines for the establishment and/or amendment
of a PD overlay district in Section 30 -33 (A)(1).
Property Location and Background Information:

ANALYSIS
The petitioner is requesting development site approval for off - premise signage to be co- located
with the existing two -pole pylon sign located at the WG &R property (1600 S. Koeller Street). The
sign currently has faces for WG &R furniture, its Sleepshop and Clearance Center as well as Basic
Bookstore (an approved off - premise sign). The existing sign is located at what could be
considered the main entrance to the three existing structures off S. Koeller Street.
The existing sign contains 1,008 square feet of signage where 1,600 square feet is allowed by
code. The applicant is proposing to add another 288 square foot cabinet increasing the total size to
1,296 square feet. The additional cabinet space will not reduce ground clearance as the existing
cabinets will be "condensed" to fit within the existing sign area and will not interfere with traffic
vision.
Historically, the City has promoted the use of multi - tenant signage as they reduce the "clutter" of
numerous signs along corridors. Also, when looking at the commercial nature of the area,
especially the intensity of uses along the highway commercial corridor, staff believes permitting
the additional signage will not impact the commercial neighbors and will have a minimal impact
on the surrounding properties.
RECOMMENDATION /CONDITIONS
Staff recommends approval of the proposed development plan for off - premise signage as
requested.
The Plan Commission approved of the development plan for off - premise signage as requested.
The following is the Plan Commission's discussion on this item.
Mr. Nau presented the item and reviewed the site and surrounding area. He explained that Habitat
for Humanity of Oshkosh is proposing to open a Habitat Restore and move their affiliate offices to
1640 S. Koeller Street. They are requesting off - premise signage to be co- located with the existing
two -pole pylon sign located at the WG &R property at 1600 S. Koeller as their site possesses no
right -of -way frontage and a sign placed on the site would not be visible. The proposed sign would
be added to the existing cabinet and will not reduce ground clearance as the existing cabinets will
be condensed to fit within the existing sign area and WG &R is supportive of this request. He
further stated that the City promotes the use of multi- tenant signage as they reduce the clutter of
numerous signs along corridors.
Chet Wesenberg, 3265 Casey Trail, Vice President for Habitat for Humanity, stated he was present
if Commission members had any questions regarding this request.
There was no discussion on this item.
Motion by Nollenberger to approve the development plan for off - premise signage at 1600
S. Koeller Street as requested.
Seconded by Borsuk. Motion carried 7 -0.

Briefly explain how the proposed conditional use /development plan will not have a negative effect on the issues below.
1. Health, safety, and general welfare of occupants of surrounding lands.
We propose adding a sign cabinet to an existing shared structure.
2. Pedestrian and vehicular circulation and safety.
Signage will be installed above Basic Books Sign. This sign will not impede on any
vehicular lines of site. Existing structure doesn't block any traffic circulation.
3. Noise, air, water, or other forms of environmental pollution.
Signage will will not make noise or cause any form of polution
4. The demand for and availability of public services and facilities.
Signage will not change any demand for public service or facilities.
5. Character and future development of the area.
Signage is similar to many other shared signs on large retail centers along Hwy 41
corridor, thus the character is unchanged.
SUBMITTAL REQUIREMENTS — Must accompany the application to be complete.
➢ A NARRATIVE of the proposed conditional use/Development Plan including:

❑ Identification of all structures (including paving, signage, etc.) on the property and discussion of their relation to the project
❑ Projected number of residents, employees, and/or daily customers
❑ Proposed amount of dwelling units, floor area, landscape area, and parking area expressed in square feet and acreage to the

Planned Review Narrative
Habitat for Humanity of Oshkosh is a non - for -profit 501(c)3 charity whose mission is to build
simple, decent and affordable housing for deserving low to moderate income families. We
accomplish this mission by inviting the community to help build our houses in partnership with our
families. We then sell the houses to our families at no profit and with a zero - interest mortgage.
Payments on these mortgages are then used to help build future homes in Oshkosh.
As part of our ongoing efforts to raise funds to build more homes, Habitat Oshkosh intends to
open a Habitat ReStore and move our affiliate offices to 1640 S. Koeller St. A Restore accepts new
and used building supplies as donations.and then sells them to the public at drastically discounted
prices. Not only will this raise money for future houses; but also keeps a large amount of usable
materials out of the landfill w

We anticipate having approximately 12 employees /volunteers working on site with
approximately 70 customer visits per day. The buildtng.is'approximately 18,000 square feet on a
2.22 acre site. While the site's address`is on Koeller. St, the main entrance on Koeller St. is shared
with both Basic Books and WG &R furniture: This is likely to cause confusion for our patrons, donors,
volunteers and partner families, alike. Therefore we'
eek approval to have built and install an
exterior signage cabinet on the "existing multi- tenant pylon sign located on the main entrance to the
site. This existing sign is owned and,located entirely on the WG &R property.,WG &R has given us
approval to install anew cabinet on their sign that would match the existing WG &R'and Basic Books
cabinets in size and materials. The new sign will be 24 feet in length and 6.feet tall.
