PURPOSE: APPROVE DISPOSITION OF SURPLUS PROPERTY TO
UW- OSHKOSH BOARD OF REGENTS, FORMER DELTOX
PROPERTY BETWEEN WISCONSIN STREET AND OSCEOLA
STREET
INITIATED BY: CITY ADMINISTRATION
PLAN COMMISSION RECOMMENDATION: Approved
BE IT RESOLVED by the Common Council of the City of Oshkosh that the
former Deltox Property between Wisconsin Street and Osceola Street, per the attached,
is hereby declared surplus and the proper City officials are hereby authorized and
directed to execute any and all documents necessary to sell said property to the
University of Wisconsin Oshkosh Board of Regents.

BACKGROUND
In 1983 the City acquired the former Deltox Rug Company property (7.8 acres) that resulted in the
elimination of a number of blighted former manufacturing and warehouse structures and the creation of
Carl E. Steiger Park (2.43 acres) along the river. The one remaining manufacturing building that was
leased until 2007 was subsequently demolished and the subject site is now vacant. The irregular
shaped property has almost 200 feet of frontage along Wisconsin Street by about 600 feet in depth
terminating at Osceola Street (subject of right -of -way vacation). The current manufacturing zoning
classification will be changed to R -5PD to be consistent with the rest of the campus if the proposed
land disposition is approved.
ANALYSIS
The City has been working with the University for a number of years to dispose of lands in the
immediate vicinity to the University for campus use in keeping with the Comprehensive Plan. The
City's 2005 Comprehensive Plan adopted the University's Master Plan which identified the subject
area for an Alumni & Friends Center and open space recreational field use. The University is updating
its Master Plan and considering a new conference center and hotel as part of the alumni and welcome
center and the reuse of the property will require additional City approvals through the Planned
Development or Conditional Use Permit process.

RECOMMENDATION
The Plan Commission approved of this request at its August 17, 2010 meeting.

GENERAL INFORMATION

City of Oshkosh Administration is requesting to dispose of the 3.4 acre former Deltox Property
along Wisconsin Street to the University of Wisconsin - Oshkosh for inclusion into the campus.

Property Location and Background Information:
In 1983 the City acquired the former Deltox Rug Company property (7.8 acres) that resulted in the
elimination of a number of blighted former manufacturing and warehouse structures and the
eventual creation of Carl E. Steiger Park (2.43 acres) along the river. The subject property, now
vacant, retained one of the old manufacturing buildings that the City had leased out for a number
of years ending in 2007 when the leased ended and the building was subsequently demolished in
2008 to provide additional room for the Wisconsin Street Bridge reconstruction.
The irregular shaped subject property has almost 200 feet of frontage along Wisconsin Street by
about 600 feet in depth terminating at Osceola Street (subject of right -of -way vacation). The
subject property is zoned manufacturing due to the historical use of the area and for which the City
will be initiating a zone change to R -5 PD to be consistent with the rest of the campus.

ANALYSIS
The City has been working with the University for a number of years to dispose of lands in the
immediate vicinity to the University for campus use in keeping with the Comprehensive Plan. The
City provided lands for the Student Recreation Center and vacated Woodland Avenue to provide
additional parking to help meet that demand.
The City's 2005 Comprehensive Plan adopted the University's Master Plan which identified the
subject area for an Alumni & Friends Center and open space recreational field use. The University
is currently updating its Master Plan and is studying whether a new conference center and hotel
use is warranted as part of an alumni and welcome center. Regardless of what the University
determines regarding the hotel /welcome center, the reuse of the lands will require additional City
approvals through the Planned Development or Conditional Use Permit process.
The proposed disposition of the subject property is consistent with the Comprehensive Land Use
Plan for the area.
RECOMMENDATION
Staff recommends approval of the land disposition as proposed.
The Plan Commission approved of the land disposition as requested. The following is the Plan
Commission's discussion on this item.
Mr. Burich presented the item and reviewed the site and surrounding area. He explained that the
subject site is a portion of the former Deltox Rug Company property which the City acquired in
1983 and used a portion of to create Carl E. Steiger Park. The remaining area had retained one of
the old manufacturing buildings which the City had leased out for a number of years ending in
2007 and the building was subsequently demolished and the land is now vacant. The City is
proposing to sell the land to the University of Wisconsin - Oshkosh to implement their Master Plan
which is consistent with the Comprehensive Land Use Plan for the area. He reviewed the
University's concept plan for the site and stated that any use will come back before the Plan
Commission and Common Council for conditional use permit/planned development approval.
Ms. Propp questioned if the land disposition was with the intent to sell the property to the
University.
Mr. Burich responded affirmatively and stated that the price was still being negotiated at this time.
Motion by Borsuk to approve the proposed land disposition of property located along
Wisconsin Street adjacent to Carl Steiger Park as requested.
Seconded by Monte. Motion carried 6 -0 -1. (Fojtik abstained as he is employed by the
University and involved with this project.)
