HomeMy WebLinkAbout10-239AUGUST 10, 2010 10 -239 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: TO SUPPORT OSHKOSH TRANSIT SYSTEM'S APPLICATION FOR TRANSIT INVESTMENTS FOR GREENHOUSE GAS & ENERGY REDUCTION (TIGGER) PROGRAM FUNDS FOR NEW BUSES INITIATED BY: TRANSPORTATION DEPARTMENT WHEREAS, the City of Oshkosh is a designated recipient of federal assistance for mass transportation, as defined by 49 U.S.C. § 5307(a)(2), and WHEREAS, the Federal Transit Administration (FTA) has been delegated authority to award Federal financial assistance for capital investments to support mass transportation, and WHEREAS, FTA is responsible for administering capital grants through the Transit Investments for Greenhouse Gas and Energy Reduction (TIGGER) program, and WHEREAS, investments in new buses to replace existing Oshkosh Transit System vehicles are consistent with the objectives of the TIGGER program, including reductions in greenhouse gas emissions and energy usage, and WHEREAS, the City has or will provide all required annual certifications and assurances to the Federal Transit Administration to receive grant funding through the TIGGER program; NOW, THEREFORE, BE IT RESOLVED BY the Common Council of the City of Oshkosh 1) That the Common Council affirms that the Oshkosh Transit System plays a significant role in reducing energy consumption and greenhouse gas emissions in the City of Oshkosh. 2) That the Common Council supports the application by the Oshkosh Transit System to purchase four (4) buses through the TIGGER program as an effective way to reduce fuel consumption and greenhouse gas emissions associated with transit system operations. 3) That the City Manager is authorized to execute and file an application for funding through the TIGGER program. 4) That the City Manager is authorized to transmit this resolution to the Federal Transit Administration as a letter of support for this application. Our application is to use these funds to purchase four hybrid buses to replace vehicles in our existing fleet. The TIGGER Program was created through the American Recovery and Reinvestment Act (ARRA), enacted on February 17, 2009. ARRA created the TIGGER program to provide direct funding to public transit agencies for "capital investments that will assist in reducing the energy consumption or greenhouse gas emissions of their public transportation systems." The grants are available to any agency that is a designated recipient of Section 5307 funding from the Federal Transit Administration (FTA). Applications are evaluated on a variety of criteria, focusing on how effective the grant would be in reducing the energy consumed and greenhouse gas emissions generated through a transit system's normal operations. The four vehicles proposed in the grant application would allow for replacement of our final two 1997 buses, and two 2003 buses. In both cases, the new buses would improve energy efficiency and emissions over the vehicles they would replace. From a fleet maintenance perspective, the 1997 buses are at the end of their service life, so this grant funding is timely. The grant program is expected to cover 90 to 100 percent of the capital costs, which is greater than the 80 percent coverage typical of Federal transit capital grants. So while local share would be required if Oshkosh Transit System is successful in these grants, it would be reduced over what would typically be required.
