RE: Support Oshkosh Transit System's Application for Transit Investments for
Greenhouse Gas and Energy Reduction (TIGGER) Program Funds for New Buses
This resolution will serve as a letter of support for an application that the Oshkosh Transit
System is submitting for Transit Investments for Greenhouse Gas and Energy Reduction
(TIGGER) program funds. Our application is to use these funds to purchase four hybrid buses to
replace vehicles in our existing fleet.
The TIGGER Program was created through the American Recovery and Reinvestment Act
(ARRA), enacted on February 17, 2009. ARRA created the TIGGER program to provide direct
funding to public transit agencies for "capital investments that will assist in reducing the energy
consumption or greenhouse gas emissions of their public transportation systems." The grants are
available to any agency that is a designated recipient of Section 5307 funding from the Federal
Transit Administration (FTA). Applications are evaluated on a variety of criteria, focusing on
how effective the grant would be in reducing the energy consumed and greenhouse gas emissions
generated through a transit system's normal operations.
The four vehicles proposed in the grant application would allow for replacement of our final two
1997 buses, and two 2003 buses. In both cases, the new buses would improve energy efficiency
and emissions over the vehicles they would replace. From a fleet maintenance perspective, the
1997 buses are at the end of their service life, so this grant funding is timely.
The grant program is expected to cover 90 to 100 percent of the capital costs, which is greater
than the 80 percent coverage typical of Federal transit capital grants. So while local share would
be required if Oshkosh Transit System is successful in these grants, it would be reduced over
what would typically be required. Any local share requirements would be included in a future
Capital Improvement Program.
