HomeMy WebLinkAbout10-240AUGUST 10, 2010 10 -240 RESOLUTION (CARRIED 6 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AWARD BID TO BRAUN THYSSENKRUPP ELEVATOR FOR ELEVATOR IMPROVEMENT FOR OSHKOSH CITY CENTER RAMP ($35,550.00 Base Bid — Maximum with Alternatives $89,550.00) INITIATED BY: PURCHASING DIVISION WHEREAS, the City of Oshkosh has heretofore advertised for bids for improvements for improvements to the elevator for the Oshkosh City Center Ramp; and WHEREAS, site conditions may require additional work, the extent of which can only be determined after work has begun; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: Braun ThyssenKrupp Elevator N56W1335 Silver Spring Drive Menomonee Falls, WI 53051 Base Bid with Credit: $35,550.00 Alternate Bid #1 $300 /hr ($525/hr OT) $30,000 max Alternate Bid #2 $300 /hr ($525/hr OT) $24,000 max NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to award Alternate Bid #1 and /or Alternate Bid #2, based upon the existing site conditions. Box 1130 Oshkosh, 54903-1130 City of Oshkosh 0 QfHKQIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Director DATE: August 3, 2010 RE: Elevator Hydraulic Jack Improvement- City Center Parking Ramp BACKGROUND The most recent inspection of the City Center parking ramp elevator concluded the hydraulic jack assembly was leaking and required a complete overhaul. Because of the complex technical nature of this project the City hired Performance Elevator Consulting (PEC) to identify the scope of requirement improvements, prepare bid specifications, evaluate /recommend a successful bidder, supervise the improvements and inspect/survey upon completion. ANALYSIS Working in conjunction with PEC, Purchasing reviewed and prepared proposals seeking vendors for this work. Bids were received on July 22, 2010 and the bid tab is attached. Both bidders met the minimum bid specifications. General Services agrees with PEC's recommendation that the work should be awarded to the lower base bid of Braun ThyssenKrupp for the following reasons: 1) Braun's base bid provided a $3,105 credit for reuse of the plunger assembly; 2) Braun is the local representative for the successor to the original elevator equipment manufacturer and has the factory records to duplicate the original jack cylinder; 3) Braun can complete the project two weeks prior to the other bidder. It should be noted that the bid specifications were structured to minimize cost exposure to the City since the nature of elevator jack improvements involve unknown underground soil conditions and clearances. Any work under Alternate Bid #1 or #2 will only be authorized in writing if the elevator contractor has shown to our satisfaction (both PEC and the City) that the existing site conditions require additional work of one or both of the alternate bids. With the Braun bid PEC anticipates the worst -case scenario exposure for the City is $89,550. However, based on their experience, PEC has assigned a 20% probability that Alternate Bid 41: Drilling will be required and a 5% probability that Alternate Bid #2: Auxiliary Well Casing Removal will be necessary. If approved on August 10 the work could be completed in approximately six weeks, or about the end of September. The council may want to consider using Alternate Bid #4 to expedite the order lead time by one week for an additional $1,200. Should this option be selected it would change the net base bid accordingly. W FISCAL IMPACT The maximum fiscal impact of this project is $89,550 which would include Braun's base bid minus plunger credit ($35,550) and the maximum exposure costs if Alternate Bid #1 and Alternate Bid #2 would be required ($54,000) due to soil conditions. Funding for this improvement would be charged to account: 323 - 1717- 7204 - 06029. As this was an unanticipated and unbudgeted expense, this improvement will be funded with unused funds from the 400 Block East parking lot project. As Council may recall, that project came under budget due to favorable bids. Additionally, we were awarded federal stimulus funds which were applied to the 400 Block East project, thereby freeing up borrowed funds that must be used for parking lot improvements. RECOMMENDATION Purchasing recommends the Common Council award the elevator hydraulic improvement project to Braun ThyssenKrupp Elevator for $89,550.
