SHERLOCK HOLMES FAIR EVENT
Approval to the Downtown Oshkosh Business Improvement District (BID) Marketing
Consortium to utilize Opera House Square and facilities on Friday, July 30, 2010, from 12:30
p.m. to 4:30 p.m., for their Sherlock Holmes Fair, in accordance with the attached letter of
request.
BLOCK PARTY
Approval to the residents of Chestnut Street, from Murdock Avenue to Menominee Drive, on
Saturday, August 7, 2010, from 12:00 p.m. to 10:00 p.m., for their neighborhood block party, in
accordance with their recently submitted Block Party Request Form.
ACTIVE SHOOTER & RESPONSE SCENARIO
Approval to Winnebago County Emergency Management, UW- Oshkosh, Oshkosh Fire
Department & EMS, the Red Cross, the Oshkosh Police Department, the Winnebago County
Sheriffs Office, Mercy Medical Center, Aurora Medical Center, Neenah Police, Menasha
Police, and Appleton Police to close Algoma Boulevard, from Woodland Avenue to Osceola
Street; High Avenue, from Woodland Avenue to Osceola Street; and Osceola Street at Pearl
Avenue, on Thursday, August 12, 2010, from 8:00 a.m. to 11:30 a.m., to conduct a simulated
active shooter and response scenario, in accordance with the attached letter of request.
BLOCK PARTY
Approval to the residents of Evans Street to close Evans Street, from East Irving Avenue to
East Lincoln Avenue, on Saturday, August 21, 2010, from 12:00 p.m. to 10:00 p.m., for their
neighborhood block party, in accordance with their recently submitted Block Party Request
Form.
LABOR DAY CAR SHOW
Approval to the Winnebago County Labor Council to utilize South Park and facilities on
Sunday and Monday, September 5 & 6, 2010, from 6:00 p.m. to 9:00 p.m. on Sunday, and from
8:00 a.m. to 6:00 p.m. on Monday, for their Labor Day Celebration and Car Show, in
accordance with the attached letter of request.
BICYCLE RACE
Approval to Michael Krueger to utilize city streets and South Park, Fugelberg Park, Riverside
Park, Shapiro Park, Congress Avenue Park, Red Arrow Park and Riverside Cemetery on
Sunday, September 5, 2010, from 1:00 p.m. to 5:00 p.m., for his first annual bicycle race, in
accordance with the attached letter of request.
BREAST CANCER WALK
Approval to the American Cancer Society to utilize Menominee Park and facilities on Saturday,
October 2, 2010, from 8:30 a.m. to 12:00 noon, for their second annual Making Strides Against
Breast Cancer -Fox Cities Walk, in accordance with the attached letter of request.
• HORSE & CARRIAGE
Approval to the Oshkosh Public Museum and Downtown Oshkosh Business Improvement
District to place a horse and carriage on Market Street, and to utilize Algoma Boulevard,
Division Street, Pearl Avenue and Market Street for carriage rides, on Friday, July 30, 2010,
from 1:00 p.m. to 4:00 p.m., as part of their Sherlock Holmes celebration, in accordance with
the attached letter of request.

I would like to make a formal request, on the behalf of the Downtown Oshkosh Business Improvement District
(BID) Marketing Consortium, for the use of Opera House Square for the Sherlock Holmes Event fair in the park.
The event, as proposed, will be set up in Opera House Square Friday, July 30, 2010 from 12:30pm — 4:30pm for
set up and take down purposes.
The park will be used for farmer's market vendors, and face painting stations.
This event is hoped to bring people downtown during both road construction and EAA.

BLOCK PARTY REQUEST FORM FOR STREET CLOSURE
The purpose of a BLOCK PARTY is to provide social interaction among block
residents in order to strengthen a neighborhood. Closing of a street for such a
party should not adversely impact any of the street's residents. The timeframe
for the street closure should fall sometime between 9:00 a.m. and 10:00 p.m.,
must be affirmed by the Oshkosh Common Council, and be based upon a
recommendation from the City Manager. This form should be filled out
completely and returned to the City Manager's Office in time for appropriate
action by the City Council.

Winnebago County Emergency Management along with UW- Oshkosh, City of Oshkosh Police, City of
Oshkosh Fire & EMS, Red Cross, Winnebago County Sheriff s Office, Mercy Medical Center, Aurora Medical
Center, Neenah Police, Menasha Police and Appleton Police are conducting a full -scale exercise at the UW-
Oshkosh campus on August 12
During the full -scale exercise up to 200+ individuals to include volunteers and first responders will be
simulating an active shooter and response scenario on campus. Due to the nature, sensitivity, and safety of
everyone, please accept my request to close the following streets on campus on August 12 from 8:00 a.m. till
11:30 a.m.:
Algoma Boulevard at Woodland Avenue to Algoma Boulevard at Osceola Street.
High Street at Woodland Avenue to High Street at Osceola Street
Osceola Street at Pearl Avenue.

On behalf of the Winnebago County Wisconsin Labor Council I would like to reserve South Park and its
facilities for our annual Labor Day Celebration and Car Show on Monday, September 6, 2010.
Our Labor Day Celebration is an event open to the community. We will again be serving food and
refreshments, and the proper city permits will be obtained. Live music will also be provided.
We would need the large park pavilion for set up the night of Sunday September 5th, starting at 6:00 p.m.,
and the park from 8:00 a.m. to 6:00 p.m. on Labor Day, September 6th.
Thank you for your consideration of our request. We hope that you, and the members of the Oshkosh
Common Council, will be able to attend our celebration.

Subject: Bicycle Race Permit
Dear City Council Members,
I am writing to request a permit from the City of Oshkosh to hold a bicycle race on Sunday,
September 5th 2010, beginning at 1:OOpm. I am planning this event as an alternative for avid cyclists, not
up to par for most serious competitions. My objective is to host a fun, safe event in Oshkosh while
promoting alternative transportation and fitness. This event is meant to take some of the stigma from
bicycling as a form of regular travel. My marketing plan is to provide flyers in all Appleton, Oshkosh and
Fond du Lac bicycle shops as well as downtown and to our college campuses. I also have a 100+ person
following on Facebook and a few sponsorship opportunities in place who are all very excited about this
competition.
The competition would be organized as follows:
• There will be seven checkpoints in Oshkosh parks and businesses for each participant to contact,
in order. (see attached map)
• Each participant will designate their own course, using their knowledge of the city.
This format will avoid groups of cyclists congesting any one street at a time and provide more safety
for our riders. I have attached an alternate course so we can be as flexible and cooperative as
necessary.

On behalf of the American Cancer Society and our volunteers, this letter is being submitted
to request approval by the Oshkosh City Council for the American Cancer Society's 2nd
Annual Making Strides Against Breast Cancer — Fox Cities Walk to be held at Menominee
Park. The walk will be held on Saturday, October 2, 2010 beginning at 10:00 am.
Registration will begin at 8:30am.
Nearly 1.4 million Americans are estimated to be diagnosed with cancer in 2010, and over
11,000 are expected to die from the disease in the state of Wisconsin. With your help, we
plan to change these figures and save lives. Your American Cancer Society has set the
following aggressive goals for the year 2015:
• reduce cancer incidence by 25 percent,
• reduce cancer mortality by 50 percent, and
• measurably improve the quality of life for cancer patients and their families.
We will achieve these goals by funding Research to find a cure, Education for cancer
prevention and early detection, Advocacy to enact laws in support of cancer related issues
and Service to help patients through their journey. The fundraising efforts of your residents
at this event will help the American Cancer Society to meet these goals. Together, we are
making a difference.

Dear Mr. Rohloff,
The Oshkosh Public Museum has partnered with the Downtown Oshkosh Business Improvement
District (BID) on a special event being held in conjunction with our current exhibit, Sherlock
Holmes & the Clocktower Mystery. The conclusion of the downtown event, Sherlock Holmes & the
Mystery of the Oshkosh Jewel Heist, is this Friday, July 30, with downtown activities from 1:00 to
5:00.
As part of the festivities, the museum and BID would like to jointly sponsor horse -drawn
carriage rides in the downtown area. I am requesting permission to have a horse and carriage on
city streets on July 30 from 1:00 to 4:00. People would board the carriage on Market Street
between Algoma Boulevard and High Avenue. The ten minutes ride down adjoining city streets
would return people to the Market Street location. The proposed route would be down Algoma
to Division to Pearl and back to Market. However, the route may be modified pending a review
of the streets by the owner of the horse and carriage, Jim Loyette of Cedar Ridge Ranch LLC, out
of Ripon, Wisconsin. The owner has provided the necessary insurance coverage in compliance
with the City of Oshkosh's Insurance Requirements, which is on file with the City Clerk.
