BABBITZ AVENUE, MELVIN AVENUE AND WISCONSIN STREET;
TECHNICAL CORRECTIONS TO DESIGNATIONS OF THROUGH
AND YIELD STREETS; AND PARKING REGULATIONS IN THE
WEST 8TH AVENUE PARKING LOT

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-
23(A-8), 27- 23(A -10), 27- 23(A -11), 27 -49(B) AND 27 -50 OF THE OSHKOSH MUNICIPAL
CODE PERTAINING TO THROUGH STREETS DESIGNATED, YIELD RIGHT OF WAY
INTERSECTIONS DESIGNATED, PARKING REGULATIONS ON DESIGNATED
STREETS AND ALLEYS, LEASED PARKING STALLS AND WEST 8 AVENUE
PARKING LOT.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27- 23(A -8) of the Oshkosh Municipal Code pertaining
to designated through streets is hereby amended as follows
A-8 THROUGH STREETS DESIGNATED
Add Thereto Ryf Road at its intersection with Edgewood Road.
Add Thereto Stoney Beach Road at its intersection with Stoney
Beach Lane.
SECTION 2. That Section 27- 23(A -10) of the Oshkosh Municipal Code pertaining
to designated yield right of way intersections is hereby amended as follows
A-10 YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED
Add Thereto Mitchell Street yields to Columbia Avenue.

SECTION 4. That Section 27 -49(B) of the Oshkosh Municipal Code pertaining to
leased parking stalls for residential permits outside the BID district is hereby amended as
follows:

Remove Therefrom (1) West 8 Avenue Lot: the two most northerly
stalls on the west side of the middle row.
Add Thereto (1) West 8 Avenue Lot: the two most northerly
stalls in the most westerly row.
SECTION 5. That Section 27 -50 of the Oshkosh Municipal Code pertaining to
West 8 Avenue Parking Lot is hereby repealed.
SECTION 6. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage, except on Melvin
Avenue which will be signed after the street improvements have been completed.
SECTION 7. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #10 -XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTIONS 27- 23(A -8), 27- 23(A -10), 27- 23(A -11), 27 -49(B) AND 27 -50 OF
THE OSHKOSH MUNICIPAL CODE PERTAINING TO THROUGH STREETS
DESIGNATED, YIELD RIGHT OF WAY INTERSECTIONS DESIGNATED, PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS, LEASED PARKING
STALLS AND WEST 8 AVENUE PARKING LOT) on August 10, 2010. The ordinance
changes parking regulations on Babbitz Avenue, Melvin Avenue and Wisconsin Street,
and makes technical corrections to designated through streets, yield right of way
intersections, and parking regulations in the West 8 Avenue parking lot.

SECTION 3: SECTION 27- 230-11) — PARKING REGULATIONS
A REQUEST FOR NO PARKING ON THE SOUTH SIDE OF BABBITZ AVENUE FROM LANE
STREET TO SHORELANE STREET. (CURRENT CONDITION: UNRESTRICTED PARKING.)
This is a citizen request.
Babbitz Avenue is a narrow street which primarily serves local residential traffic. The current
street width for Babbitz Avenue is 18 feet. According to our guidelines for parking on local
streets, parking should be prohibited on at least one side of a two -way street when the street
width is between 17 and 24 feet. If vehicles parked on both sides of the street, it could make it
impassible for emergency response vehicles and other vehicular traffic.
Based on our guidelines, it is appropriate to permit parking on only one side of the street. The
north side of the street has more driveways (8) than the south side (2), which means that it
would have less capacity for parking. However, the north side of the street has the street's only
sidewalk, which would be more convenient for passengers leaving and entering parked
vehicles..

Explanation of Traffic Ordinance Changes
This section of Melvin Avenue runs on the northern side of Webster Stanley School, and is
currently being reconstructed. Prior to reconstruction, there were significant issues with
congestion during school dismissal time, as cars would double park between Oak Street and
Hazel Street, making it unsafe for pedestrians and difficult for vehicles to maneuver. The street
reconstruction project created an opportunity to improve pedestrian safety and to review
procedures for picking up students.
The reconstructed street will have bumpouts on both sides of Melvin Avenue to make it easier
for pedestrians to cross the street, and to better delineate parking areas. This proposal would
essentially lengthen the existing bus loading zone (currently about 80 feet in length) so that it
extends for almost the full length between the planned bumpouts (approximately 200 feet). This
would provide additional parking capacity for buses, make a clearer physical demarcation of
areas where parents should and should not go to pick up their children, and resolve some of the
congestion issues in front of the school.
This request will shift where parents will pick up their children away from this section of Melvin
Avenue to other locations, such as on Oak Street or perhaps on Grove Street. While this may
create some short-term inconvenience for residents on those streets, I believe that this
inconvenience is outweighed by the safety benefits associated with this request.

These are Transportation Department requests.
As noted in Item 4, the reconstruction of Melvin Avenue will create some new bumpouts along
Melvin Avenue. To ensure that vehicles park between the bumpouts and do not block the
roadway, these items would prohibit parking next to the bumpouts.

YORK AVENUE TO 50 FEET SOUTH OF NEW YORK AVENUE BETWEEN THE HOURS OF
6:00 A.M. AND 6:00 P.M., MONDAYS THROUGH SATURDAYS. (CURRENT CONDITION:
UNRESTRICTED PARKING.)
This is a Transportation Department request.
A City bus route travels east on New York Avenue and makes a right turn to go south on
Wisconsin Street. This section of Wisconsin Street runs on the western edge of a park, which
has high demand for parking during afternoons after school, as well as during the summer.
While the street is wide enough (38 -40 feet) to accommodate parking on both sides of the road,
it can be difficult for buses to make the turn, especially if there is other traffic present and
vehicles are parked too close to the corner. This can create some short-term congestion at the
intersection during times with higher traffic volumes.

This request would effectively eliminate two on- street parking spots on the west side of
Wisconsin Street, closest to New York Avenue. This still preserves most on- street parking, but
should improve safety and congestion near this intersection.
